What to talk about when building relationships

Hello,
I'm assessing what to do to build relationships in my client's niche. For each possible backlink provider, I'm thinking
1. Like them on facebook
2. Follow them on Twitter
3. Add them on G+
4. Read their recent blog posts.
5. Comment in their facebook account about what I liked about their latest blog posts and tweet (though I don't know what to tweet here)
6. Post helpful blog post comments
7. Get the conversation going, then talk to them introduce my content to them that will help them. (though I don't know how to make the transition)
I'm marketing a PDF that is helpful for their site and an HTML article (same content as the PDF) that has been non-commercialized. This is for an ecommerce business.
My biggest void is not knowing how to lead a good relationship conversation into a conversion. I don't want to be salesy.
But I'm looking for general comments as well, like what to tweet and anything I've left out in the list.

Rand covered outreach emails in a recent Whiteboard Friday if you have not had a chance to watch it yet. Although not 100% applicable to the void you mentioned, it should give some good insight on how to get that friendly conversation going.
If you are going through steps 1-6 as you mentioned, you should have no problem getting personal in your email outreach.

If your email outreach is done along these guidelines, I believe it should help with your conversions from the get-go.

Building a National SEO Stratergy
Good morning Mozzers! I've just started working in-house for a local company who want to go national. I want to build a long-term strategy but the competitors all appear to be building short term strategies and I fear this is pushing the company towards following a similar approach. The competitor companies and even my company at present are trying to target "Green Widgets in TownX" and then duplicating the page and switching out TownX with TownY. Naturally there are competitors having success with this, but for how long? I really don't want to go down this route. My aim for a long term strategy would be going after "Green Widgets" and then rank naturally for "Green Widgets in TownX" with our generic green widgets page. Now if I'm told I have to go with the competitor strategy regardless of my concerns, are there any good examples of companies that have done this, without the need for being a huge brand first? I know I can obviously try to create unique content on each page and that will help prevent penalties, but it still seems a short-term strategy? Any words of wisdom would be greatly appreciated.

Optimize Pages for Keywords Prior to Building Links?
Greetings MOZ Community: According to site audit by a reputable SEO firm last November, my commercial real estate web site has a toxic link profile which is very weak (about 58% of links qualified as toxic). The SEO firm suggests than we immediately start pruning the link profile, requesting removal of the toxic links and eventually filing a link disavow file with Google for links that web masters will not agree to remove. While removing toxic links, the SEO firm proposes to simultaneously solicit very high quality links, to try to obtain 7-12 high quality links per month. My question is the following: is it putting the cart before the horse to work on link building without optimizing pages (with Yoast) for specific keywords? I would think that Google considers how each page is optimized for specific terms; which terms are used within the link structure, as well as terms within the meta tags. My site is partially optimized, but optimization has never been done thoroughly. Should the pages of the site be optimized for the top 25-30 terms before link building begins. Or can that be done at a later stage. Note that my link profile is pretty atrocious. My site at the moment is receiving about 1,000 unique visitors a week from organic search. However 70% of the traffic is from terms that are not relevant. The firm that did my audit claims that removal of the toxic links while building some new links is imperative and that optimization for keywords can wait somewhat. You're given 10,000 recipes and told to build a site--what would you do?
Say you were given a list of 10,000 recipes and asked to build an SEO friendly site. Would you build a recipe search engine and index the search results (of course making sure that IA and user engagement metrics are great)? Or, would you try to build static pages?
