Why Would This Old Page Be Penalized?

Here's an old page on a trustworthy domain with no apparent negative SEO activity according to OSE and ahrefs: http://www.gptours.com/Monaco-Grand-Prix
They went from page 1 to page 13 for "monaco grand prix" within about 4 weeks. Week 2 we pulled out all the duplicate content in the history section. When rank slipped further, we put it back. Yet it's still moving down, while other pages on the website are holding strong.
Next steps will be to add some schema.org/Event microformats, but beyond that, do you have any ideas?

I've confirmed that the client is the content source originator. Their CMS won't accommodate canonical tags at the moment. If the URLs were the friendly URLs with dynamic params then it'd be no problem, but it's actually index.php on each one.

I did take a look at their parameter handling in an attempt to optimize at that level. I modified the settings to this: http://screencast.com/t/hkjw258Bb5Qd and am considering blocking /command in robots.txt.
Thoughts?
TextMarketing, the page actually has quite a few authoritative links and very few "commercial terms". I thought "Penguin Penalty" at first too until I viewed the backlink profile.

You have a canonical issue with the page and that could be the problem. Check out this search and click on "repeat with the omitted search results included"
The text on that page is indexed on 46 pages on your site. To solve this you'll need to implement a rel-canonical to the page to tell Google which version is supposed to be indexed. This will likely help.
I did also find that some of the text on your page is the same as on this page:
It's possible they have copied from you, but if you have taken your description from another source then you may need to rewrite it to be unique.
There's also not much on that page to entice Google to rank it well. You've got 3 paragraphs of information, some of which is duplicated elsewhere.
I think that if you clean up the canonical issues and add some substantial and helpful content then you'll do much better.

Your rankings not only have to do with the freshness, quality and links pointing to that page but the same for all other competing pages. I would use the open site explorer to see if the pages that are taking your page's place are getting new backlinks that are helping to drive them up.
A lot of SERP movement has to do with your competitor's pages. That's why it's extremely important that you're always building new quality links and keeping your content fresh and updated.

How to optimize count of interlinking by increasing Interlinking count of chosen landing pages and decreasing for less important pages within the site?
We have taken out our interlinking counts (Only Internal Links and not Outbound Links) through Google WebMaster tool and discovered that the count of interlinking of our most significant pages are less as compared to of less significant pages. Our objective is to reverse the existing behavior by increasing Interlinking count of important pages and reduce the count for less important pages so that maximum link juice could be transferred to right pages thereby increasing SEO traffic.

Redirect old "not found" url (at http) to new corresponding page (now at https)
My least favorite part of SEO 😉 I'm trying to redirect an old url that no longer exists to our new website that is built with https. The old url: http://www.thinworks.com/palm-beach-gardens-team/ New url: https://www.thinworks.com/palm-beach-gardens/ This isn't working with my standard process of the quick redirection plugin in WP or through htaccess because the old site url is at http and not https. Any help would be much appreciated! How do I accomplish this, where do I do it and what's the code I'd use? Thank you Moz community! Ricky

PageSpeed Vs Page Size
Hi, We all know that Google doesnt like slow loading pages, fair enough! However, for one of my websites, user interactivity is key to its success. Now each of my pages are fairly large sized (ranges in the order or 1.8 to 2.5 MB) because it has a lot of pictures, css and at times some Java script elements. However, I have tried to ensure that the code is optimized - for example html minified and compressed, caching enables, images optimized and served through CDN, etc. In spite of high page size, my GTMetrix PageSpeed score is 93+ for most pages. However, the number of requests served is 100+ and page loading time is 4.5s + as per GTMetrix and Pingdom. My question is - should this matter from an SEO perspective. Is google likely to penalize me for high loading time even though I am serving highly optimized pages? I really dont want to cut down on the user interactiveness of my website unless I have to from an SEO perspective. Please suggest. Merging Sites: Will redirecting the old homepage to an internal page on the new site cause issues?
I've ended up with two sites which have similar content (but not duplicate) and target similar keywords, rather than trying to maintain two sites I would like to merge the sites together. The old site is more of a traditional niche site and targets a particular set of keywords on its homepage, the new site is more of an authority site with a magazine type homepage and targets the same set of keywords from an internal page. My question is: Should I redirect the old site's homepage to the relevant internal page on the new website...

(the old site's homepage backlinks are a mixture of partial match keyword anchor text, naked URLs and branded anchor text) I am in two minds (a & b!) (a) Redirecting to the internal page would be great for ranking as there are some decent backlinks and the content is similar (b) But usually when you do a 301 redirect the homepage usually directs to the new homepage and some of the old site's links are related to the domain rather than the keyword (e.g. http://www.site.com) and some people will be looking for the site's homepage. Should pages of old news articles be indexed?
My website published about 3 news articles a day and is set up so that old news articles can be accessed through a "back" button with articles going to page 2 then page 3 then page 4, etc... as new articles push them down. The pages include a link to the article and a short snippet. I was thinking I would want Google to index the first 3 pages of articles, but after that the pages are not worthwhile. Could these pages harm me and should they be noindexed and/or added as a canonical URL to the main news page - or is leaving them as is fine because they are so deep into the site that Google won't see them, but I also won't be penalized for having week content? Thanks for the help!

Pages with Little Content
I have a website that lists events in Dublin, Ireland. I want to provide a comprehensive number of listings but there are not enough hours in the day to provide a detailed (or even short) unique description for every event. At the moment I have some pages with little detail other than the event title and venue. Should I try and prevent Google from crawling/indexing these pages for fear of reducing the overall ranking of the site? At the moment I only link to these pages via the RSS feed. I could remove the pages entirely from my feed, but then that mean I remove information that might be useful to people following the events feed. Here is an example page with very little content
