"INDEX,FOLLOW" then later in the code "NOINDEX,NOFOLLOW" which does google follow?

background info: we have an established closed E-commerce system which the company has been using for years. I have only just started and reviewing the system, I don't have direct access to the code, but can request changes, but it could take months before the changes are in effect (or done at all), and we won't can't change to a new E-commerce system for the short to mid term.
While reviewing the site (with help of seomoz crawl diagnostics) I noticed that some of the existing "landing pages" have in the code:
<meta name="<a class="attribute-value">robots</a>" content="<a class="attribute-value">INDEX,FOLLOW</a>" /> then a few lines later
<meta name="<a class="attribute-value">robots</a>" content="<a class="attribute-value">NOINDEX,NOFOLLOW</a>" />
Which the crawl diagnostics flagged up, but in the webmaster tools says
"We didn't detect any issues with non-indexable content on your site."so the question is which instructions does google follow? the first or 2nd?
note: clearly this is need fixed, but I have a big list of changes for the system so I need to know how important this is

I've never actually had any errors listed for non-indexable content in the HTML Improvements section of WMT. So I'm not 100% sure what would set off that notification. Though the sites I work on do have a number of pages that are NoIndex and/or NoFollow. So i guess the issue would be caused not by purposefully blocking the page but some other means that makes your page unable to be crawled properly.

Yeah I did that after posting the question I started test like that, but its not coming up and searching the url does not show the page, but other normal pages ("lower" pages) are showing (that don't have this problem), so it seems that it is de-indexed those pages.
its weird that webmaster tools say ""We didn't detect any issues with non-indexable content on your site.", when there are.
Getting this sorted one way or another is my top priority

If you copy a string of text on the page and paste it into google search, does your page show up in the results? If so, then its being indexed despite the second robots tag. If it doesn't show up, then its not being indexed. So importance would rely on whether you want that page to be indexed and whether or not it is being indexed. Either way, you should look into cleaning that up at some point.

Blog Comments & nofollow to follow backlink ratio
Hello I have a website with 2000 nofollow links backlinks and about 20 follow links. It is currently ranking 11<sup>th</sup> on Google. The websites that are outranking it have lower ranking stats and in some cases only 2 follow links. Most of the nofollow links are blog comments, could this be what is dragging down my stats. The only factor my website is worst on is the number of server requests per load, which is 194 as it is a theme. Blog comments can be very difficult to remove; I created these several years ago before I knew too much about SEO. Most of them are on other websites in same niche. Would I be best to ask website owners to delete my comments or restart on a new domain. Thanks Rob

Help with pages Google is labeling "Not Followed"
I am seeing a number of pages that I am doing 301 redirects on coming up under the "Not Followed" category of the advanced index status in google webmasters. Google says this might be because the page is still showing active content or the redirect is not correct. I don't know how to tell if the page is still showing active content, and if someone can please tell me how to determine this it would be greatly appreciated. Also if you can provide a solution for how to adjust my page to make sure that the content is not appearing to be active, that would be amazing. Accidentally checked privacy setting in WP to "not to index" and dropped rank...how can I fix this?
I recently rebuilt a static website to a wordpress site...In the privacy settings ....the -"Ask search engines not to index this site" was checked and I didn't notice. I had a top ranking website now its completely gone off google and every where else. I have unchecked it, resubmitted a sitemap to google.....does anyone know if this is permanent damage or if there is something else I can do to help fix this......I'm freaking out

Google Not Indexed WWW name
Here is my domain - http://www.plugnbuy.com . When i see through "site" google not showing with WWW index but the same when i do without WWW.. it is showing in search. So yesturday i changed the setting from GWM to preferred domain as a WWW appear but today still not showing anything... Please help..

How to get Google to index another page
Hi, I will try to make my question clear, although it is a bit complex. For my site the most important keyword is "Insurance" or at least the danish variation of this. My problem is that Google are'nt indexing my frontpage on this, but are indexing a subpage - www.mydomain.dk/insurance instead of www.mydomain.dk. My link bulding will be to subpages and to my main domain, but i wont be able to get that many links to www.mydomain.dk/insurance. So im interested in making my frontpage the page that is my main page for the keyword insurance, but without just blowing the traffic im getting from the subpage at the moment. Is there any solutions to do this? Thanks in advance.

"Spam emails" : ranking drop?
Hello, Is it possible that a website gets penalised by Google because your hosting company blocked you from sending emails? Basically I got a message from my hosting company saying that they were blocking me from sending emails from our server and domain because too many had mistakes or were complained about. The same day we dropped from 2<sup>nd</sup> on a keyword to about 600<sup>th</sup> while still being ranked for other keywords. The drop was for our main keyword. Can the fact we sent “bad emails” be related to a rank drop? For the record, those were confiormation emails for account creation, they were legit, not spam. That's off-topic though.

International Websites: rel="alternate" hreflang="x"
Hi people, I keep on reading and reading , but I won't get it... 😉 I mean this page: http://support.google.com/webmasters/bin/answer.py?hl=en&answer=189077&topic=2370587&ctx=topic On the bottom of the page they say: Step 2: Use rel="alternate" hreflang="x" Update the HTML of each URL in the set by adding a set of rel="alternate" hreflang="x" link elements. Include a rel="alternate" hreflang="x" link for every URL in the set, like this: This markup tells Google's algorithm to consider all of these pages as alternate versions of each other. OK! Each URL needs this markup. BUT: Do i need it exactly as written above, or do I have to put in the complete URL of the site, like: The next question is, what happens exactly in the SERPS when I do it like this (an also with Step1 that I haven't copied here)? Google will display the "canonical"-version of the page, but wehen a user from US clicks he will get on http://en-us.example.com/**page.htm **??? Will a drop in indexed pages significantly affect Google rankings?
I am doing some research into why we were bumped from Google's first page into the 3rd, fourth and fifth pages in June of 2010. I always suspected Caffeine, but I just came across some data that indicates a drop in indexed pages from 510 in January of that year to 133 by June. I'm not sure what happened but I believe our blog pages were de-indexed somehow. What I want to know is could that significant drop in indexed pages have had an effect on our rankings at that time? We are back up to over 500 indexed pages, but have not fully recovered our first page positions.
