Should You Avoid Links from Sites with Big Difference Between PR and MozRank?

If a site has a Google toolbar PR of 2 and a Mozrank of 5, does that most likely mean that the site is penalized and a link would probably provide little value.
I know that Google rarely updates toolbar PR so I suppose the site could have also earned a lot of quality links since the last update.

If you thought that one email message would get you a PR0 link on loc.gov you would not want to pass it up - even if that page had zero outside links?

I'm getting some conflicting information when researching this... I want to create the most organic link building strategy that not only gets high authority sites linking to a website, but relevant websites. I'm creating an affiliate link program where I link to partner and affiliate companies, who in turn link back to me. The question is where to put these links. I was initially thinking of putting them in the footer so they add credibility to every page, and in turn ask my affiliates to do the same thing. However; some sources say that Google no longer looks at links in the footer section. Is it true that Google doesn't count links in footer sections? When placing content on external sites, what are some best practices for back links?
Hi there, I am working on a content strategy that includes placing content (i.e. bylined articles, how-to's, guest blogs, etc.) on other web sites and embedding links back to our site. In some cases we're very limited to what we can do with our bank links (i.e. just a company url), and in other cases we are free to place multiple anchor links within the content. In cases where we have no limitations, what are some best practices for implementing back links? I understand it's important to link to deep pages (not just our home page), have diverse anchor text, and make the anchor links relevant to the surrounding content. Are there other things I should be thinking about in order to maximize the SEO value of such placements? For example, is it better to have just one anchor link per placement? Or should I aim to embed multiple anchor links within a single placement? Any advice would be much appreciated! Sincerely, Debra

Following Penguin, what is the best practice for a web design agency placing a footer link in client sites?
For years we have included a 'Web Design by ...' link in the footer of all client websites designed by us. However, following the Penguin update, it seems that this legitimate practice could now be penalised. Should we be removing those links from our client's sites? There are tens of thousands, all with similar or identical text! For future client sites, should we avoid these footer links altogether? Or maybe limit the link to a single page on each site?

Any good content sites with good quality links?
I have some content which is still relevant and interesting but not really suitable for my current websites. I have been thinking of using this on an article site to generate some links back to my sites, but I am wary about this due to Google's targeting of content sites. I currently have good PR's on Squidoo and Hubpages which link back and work quite well. Can anyone suggest any others or any ideas how to use this content for SEO purposes? Is using it for article submissions to get links short sited?

Follow or Nofollow outbound links to resourceful, related site?
As I am going through and redeveloping a website, I am trying to add some external links to resourceful information regarding this page. Should I put a nofollow or follow attribute on these? I am only putting 1-5 links per page to associations and other organizations that would be beneficial to the visitor. I am worried about the number of outbound links causing me to get penalized. Ideas?
