How to check if the website effected from Penguin or not?

We collecting links from some directory and forums etc but i am not quite sure if they are effected from Penguin update. Would you please guide me how i could check this?

I think I am understanding what you are saying now. You seem to be concerned with whether or not the domain you are seeking links from has itself been hit by Penguin. Well honestly the only way to do this is to identify their keywords and know what their ranking was prior.. Maybe look at PR or DA but you'd have to compare that to past numbers.. Really it's pretty dang hard to do.
I'm not sure there's any reason to, either. Penguin penalties do not pass through domains. Meaning if you have a link from blackhat.com and it was penalized, that penalty does not transfer. The link itself may lose value, or "juice," but by no means does this penalize you instantly. Now, if you have a bunch of links coming from penalized sites, chances are you might be penalized too one day or the algo will catch up with you. Otherwise I wouldn't worry.
Gaining links from directories and forums is tedious work and ineffective at best. The only reason I would ever do it (other than maybe an occassional dmoz or relevant directory for funzies) is to actually provide a relevant link for readers. For example, if I am marketing a bicycle repair shop and am posting links from a country music forum under a topic regarding the best new music of 2013.. that's wrong and I shouldn't be doing that.
However, if I am sitting around on a Schwinn-Lovers forum and they are discussing the proper gears needed to best operate their bike, and I just so happen to have written a blog describing how mine is the best and why.. then BAM! I've found a great place to link to and it is relevant to the reader. Now I am posting this link not as a method of building my link profile, but as a way to promote my business first. Yes, I'm very happy to have gained that relevant link which helps my SEO efforts, but this was a marketing effort first and foremost.
Marketing is SEO is Marketing but it's Marketing first. This is the future and it is now. This is also why SEOmoz dropped the SEO.

when you say ''that type of links'', do you mean i shouldn't go for any type of directory and forums?
What i am trying to find out is how to check if the website that i will be collecting links is not effected by Penguin. I am not saying that i would go for any any website but even i am posting my comments and reviews on a blog or forum which are related my subject, i would still want to ensure that that website has not been effected from Penguin update
I've been lucky with Penguin update. I've seen no changes on my results (touch wood) but I am a little unclear what should be post penguin activities especially from link building side.

Hmm... How to decipher this post..
Well, first off let me just say that the types of links you are describing are definitely what Penguin is targeting. Those are spam links (I'm assuming they aren't relevant) and are in violation of Google's Policies. So yes, I'd say they are "Penguin." Oof that was hard to type.
If what you are wondering is how to find out if you have been penalized or not, you should be able to tell. Between your Google Analytics account and your top keyword ranking changes (found either through moz tools or on your own) you will definitely notice a huge drop indicating that you've been hit by the little furry black and white devil.
Hope this helps a little. The new Moz forum is throwing me off.. CHANGE@!

Hi Guys, I checked my website back-links and found some bad links. Now i just want to remove links from third party website. I know two methods as mentioned below: Disallow bad links from Google Webmaster Contact to webmaster and remove them I tried both of the above methods but not get success.Is there any other method to solve this issue??

Following Penguin, what is the best practice for a web design agency placing a footer link in client sites?
For years we have included a 'Web Design by ...' link in the footer of all client websites designed by us. However, following the Penguin update, it seems that this legitimate practice could now be penalised. Should we be removing those links from our client's sites? There are tens of thousands, all with similar or identical text! For future client sites, should we avoid these footer links altogether? Or maybe limit the link to a single page on each site?

Because, I or We are visiting multiple websites during daily stuff and may find out opportunities to drop our website link over there. But, I have fear to drop my website link in any website. How best to link multiple related websites.
I have a handful of e-commerce websites that overlap each other some in the same niche. I have already heard that it would have been best to make just one website, but this is not practical for me. Our business model goes back to a time before the internet. We have relationships with manufacturers where they refer business to us because we brand web sites which will not switch customers to competing brands. Our agreements make it ok to link to other websites so long as we have branded websites that focus on the specific manufacturers. For SEO, what is the best way to link these sites? Site wide links in footers.? Single links at on homepages? One way links from the most powerful site? Some other method? We have been wrestling with this question for some time.
