Competitor using "unatural inbound links" not penalized??!

Since Google's latest updates, I think it would be safe to say that building links is harder. But i also read that Google applies their latest guidelines retro-actively. In other words, if you have built your ilnking profile on a lot of unnatural links, with spammy anchor text, you will get noticed and penalized.
In the past, I used to use SEO friendly directories and "suggest URL's" to build back links, with keyword/phrase anchor text. But I thought that this technique was frowned upon by Google these days.
So, what is safe to do? Why is Google not penalizing the competitor?
And bottom line what is considered to be "unnatural link building" ?

Would love to fill out that spam report - but I think I'm gonna go with the solution below - the domain in question has a lot of natural links, but no keyword specific links in directories - whilst the other site is built solely on directory links -
Hopefully a few directory links will push the balance in our favour!

With Penguin, you want to keep keyword anchor text links to below 30-40% of your total link profile, or you might get hit with an unnatural link warning. Directory links are still fine, as long as you use them in moderation.
In general, the stronger your link profile, the more tolerance Google will have for spammy links. Every large site is going to end up with thousands of spammy links pointing to them, through no fault of their own. The question is whether you have enough authoritative links to counteract these negative links.

I know that it gets aggravating when you're doing the right thing and your competitors are cheating with seemingly no repercussions, but trust me when I say that they will get swept up eventually. Here is a list of unnatural link building tactics.
If they are doing any of these, they will get sodomized by Google (probably sooner than later).
If you want to be proactive there is a Spam Report Form that submits websites to the Google Web Spam Team. I can't say how well your Karma will do afterwords, but go for it if you want.

"Fake" market research reports killing SEO
Our robotics company is in a fast growing, competitive market. There are an assortment of "market research" companies who are distributing press releases about their research reports (which are of less than dubious quality). These announcements end up being distributed through channels with high domain authority. The announcements mention many companies in the space that the purported report covers - including ours. Unrelevant links
Hi there, In my website, There are lots of unrelevant/unnatural links coming in Google Search, we have removed it Through Remove URLs option, Also Cleared All Spammy backlinks, made website Content Cleared , But still it gives us unnaural links,, because of that our website rank loosed. Have you heard of a service called "Autocomplete Engagement?"
One of our clients was approached by a company selling a service they're calling "autocomplete engagement," which they're claiming has the ability to manipulate the auto-suggest feature of Google. They are not selling content, or technical SEO, and claim that the average "SEO guy" cannot garner the results they can. My questions are: a) has anyone heard of this tactic, and b) can it really be done? c) if it can be done, what can a company do to manipulate that information beyond a strong technical SEO and content strategy?

Competitor link profile shocking - yet still out ranking!

I have been doing some background seo checking on a competitor in my small "insurance niche" to try and see why they have recently shot up the listings and are now consistently out ranking us.
We have quality content on our site and have always taken an approach of trying to be whiter than white when it comes to developing out SEO plans. The site in question has recently moved ahead of us (along with some aggregators e.g. confused.com) possibly due to shifting patterns from possible algorithm changes favouring brand or could it be a case that Google has dropped a ball when it comes to checking back links as the competitors site is 99% linked to link farms, link submission sites, directories and lots of other spammy/poor quality sites. We do not feel they are doing anything from a content stand to justify their sudden propulsion up the ranks. I am reluctant to pursue dodgy tactics to help get out site back in position as I feel it could then contribute and hurt us down the line. Does anyone know how I can combat against their poor QUANTITY over QUALITY banklink profile that is surely helping them at the minute? I am looking to go after sites that are, and will never be, affected by Penguin/Panda updates. Is there a tool or a general rule of thumb on how to avoid such sites? Is there a method anyone is currently using to get good natural links post Penguin 2.0?

Why Does Massive Reciprocal Linking Still Work?
It seems pretty well-settled that massive reciprocal linking is not a very effective strategy, and in fact, may even lead to a penatly. However, I still see massive reciprocal linking (blog roll linking even massive resource page linking) still working all the time. I'm not looking to cast aspersion on any individual or company, but I work with legal websites and I see these strategies working almost universally. My question is why is this still working? Is it because most of the reciprocally linking sites are all legally relevant? Has Google just not "gotten around" to the legal sector (doubtful considering the money and volume of online legal segment)? I have posed this question at SEOmoz in the past and it was opined that massively linking blogs through blog rolls probably wouldn't send any flags to Google. So why is that it seems that everywhere I look, this strategy is basically dismissed as a complete waste of time if not harmful? How can there be such a discrepency between what leading SEOs agree to be "bad" and the simple fact that these strategies are working en masse over the period of at least 3 years?
