Competitor using "unatural inbound links" not penalized??!

Since Google's latest updates, I think it would be safe to say that building links is harder. But i also read that Google applies their latest guidelines retro-actively. In other words, if you have built your ilnking profile on a lot of unnatural links, with spammy anchor text, you will get noticed and penalized.
In the past, I used to use SEO friendly directories and "suggest URL's" to build back links, with keyword/phrase anchor text. But I thought that this technique was frowned upon by Google these days.
So, what is safe to do? Why is Google not penalizing the competitor?
And bottom line what is considered to be "unnatural link building" ?

Would love to fill out that spam report - but I think I'm gonna go with the solution below - the domain in question has a lot of natural links, but no keyword specific links in directories - whilst the other site is built solely on directory links -
Hopefully a few directory links will push the balance in our favour!

With Penguin, you want to keep keyword anchor text links to below 30-40% of your total link profile, or you might get hit with an unnatural link warning. Directory links are still fine, as long as you use them in moderation.
In general, the stronger your link profile, the more tolerance Google will have for spammy links. Every large site is going to end up with thousands of spammy links pointing to them, through no fault of their own. The question is whether you have enough authoritative links to counteract these negative links.

I know that it gets aggravating when you're doing the right thing and your competitors are cheating with seemingly no repercussions, but trust me when I say that they will get swept up eventually. Here is a list of unnatural link building tactics.
If they are doing any of these, they will get sodomized by Google (probably sooner than later).
If you want to be proactive there is a Spam Report Form that submits websites to the Google Web Spam Team. I can't say how well your Karma will do afterwords, but go for it if you want.

Rank drop after link reclamation
Link reclamation is good activity interms of technical SEO and UX. But I noticed couple of times rank drop post the link reclamation activity. Why does this happen? What might be the cause? Beside redirecting to the most relevant page in contest to the source page content; anything else we must be looking into?

Is it okay to use eLocal services?
Is it okay to use a service like eLocal's 'reach the web' to clean up our company listings on website directories or is it considered black hat? Our company name and address is inconsistent on many of the website directories and we want to clean it up fast. eLocal has a service that can do this. I just want to make sure it's not considered bad to have a vendor do it. Thanks!

Is it bad to no follow all External LInks at the same time?
I am working on more than 40 EMDs. They are good quality brand sites but they all are interlinked to each other through footer links, side bar links. (and they dont have much of linking root domains) Now Some of those sites have been renovated with new templates and these new sites has very few external links (links going out to our own sites) but some of these old sites has 100s of external links (all these external links of course link to our own sites). But anyways, we are planning to no follow all those external links (links that are linking to our own sites) slowly to avoid penalty? question is, can it be bad to implement no follow to all those links on those sites at the same time?Will Google see it as something fishy? (I don't think so) Also, Is it good strategy to no follow all of them? (I think it is) What you guys think ?

Are unusual chinese links likely to be black hat?
Hello, I noticed that this onepage website: http://www.clearpixel.net/ ranks at #11 for web design London so I did some research using SEO Moz Pro. Turns out that alll their links are from Chinese directory style sites. Does this demonstrate black hat SEO? If not, how do I go about getting links on Chinese sites with .gov urls. Why are these sites so high with poor relevant links...
Hello, Keyword: TV Stands. I have been researching competitors for a client and we seem to be unable to understand why certains pages are ranking on page 1 of Google UK for keyword TV Stands. eg: http://www.furnitureinfashion.net/plasma-TV-stand.html (Google UK 8 - TV Stands) http://direct.tesco.com/q/N.1999542/Nr.99.aspx (Google UK 9 - TV Stands) The furniture in fashion has links from sites like: http://www.ummah.com/forum/ and http://www.muslimco.com/ which is totaly irrelevant to the site. Any ideas on other things as the tesco.com site does not have direct links to it. Cheers
