Yep you sure can. (Won't be a HUGE issue if you link the two together since there are only two sites) That's actually what the search engines frown upon. Depending on your main focus (Which one you want to rank higher) you can use canonical tags.
You can use the canonical tag to point the lesser important one to the more important page. This will let the search engines know that the content has a parent site.

Can I really get dinged for duplicate content on two completely separate domains? I will do my best to create distinction.

Be careful with duplicated content since you are going to have two sites targeting the same product/service.
Try to be as unique as possible on each site.

This site will be a standalone site that will offer this one product. We have also structured our core company site just as you both mentioned. Because this is such a huge product I thought it would be good to have a separate site for it. I'll be pushing it from two sites. It sounds like i'm headed in the right direction. Thanks again!

As mentioned by Aaron if the existing company domain already has authority or a string link profile then
www.company.com/contractor-license-bond may be the best approach. The new pages benefit from the strenghth of the domain and the URL has the 2 exact key phrases in it that you mentioned.
You can ensure the new page or section of the site is optimised from an on page perspective and then work on relevant link building to the www.company.com/contractor-license-bond page.

Obviously you won't receive the exact match benefits that contractorlicensebond.com would, BUT you will still get Contract out of Contractor and the LicenseBond part will help as well.
As long as you match your title and appropriate on-page aspects with that keyword you should be fine. Will take some time if its going to be a national target keyword (unless the competition is few and far between)
I would suggest ContractLicenseBond.com. Will this be a site entirely dedicated to a single product or will this be your company's main site?
If you already have a nice trusted highly ranked main website I would suggest purchasing that domain (Just to make sure you get it) and then see if you can create a page off of your main site for this particular product and see if you can get ranked for that keyword simply using your main website.
Page URL could be maincompanyurl.com/contractorlicensebond and then build out this page and start driving proper links to this page.

Question about brand name in title
I know this has been covered a million times but I cannot find one related to mine as far as brand goes. We have a 3 word company name (brand) and all three words are excellent keywords. We rank decent in google and other search engines, but I did not know if I should put our brand all together, or keep them spaced since I am using the keywords in the title in other places. Our company name is ex. A B C Title page is as follows and I am showing where our company name appears in the title for our pages. I am just not wanting to stuff the keywords in the title, although it is hard not to with our brand. I do not want to give out our company name. Below I am showing where part of our name appears in the title of pages. The (C) in the first part of the title is singular. Our name and brand for C is plural. I hope you understand. After 10 years in business we are redoing some things to make it even better. Moz Pro has been wonderful tool for us, the last 40 days. Hello Let s' say i am working for a multiservice company , sort of general contractor. We have a website using company name . Myccompany.com I ve been asked to make a new website owned by the same company but specific to the multisites multitechnic maintenance activity , which has beeger clients with specific needs seo wise, is it better to call the seconde site myccompany-maintenance.com or to give a brand to the activity and call it let's say newcompany.com (by myccompany ) I would go for the second solution to avoid confusion in the the serp ? is it good to reuse the brand in domains ? I just ran a keyword difficulty report for my keyword "refurbished printers", we are not in the top 10, and I see a table with 4 columns: page authority, Page Linking Root Domains, Domain Authority, Root Domain Linking Root Domains I have many questions here: 1. The bigger the number the better? 2. The most green the better? What about the red in the last 2 columns? 3, How can I improve an specific page to rank there and improve these numbers? 4. Advanced Domain Name Search Service
Hi guys, I'm looking for a clever domain name search service. I want to provide a list of keywords and the site will return with available .com domains relating to my search. An example - I work in the tourism niche and I want to find available travel related .com domains for about 50 locations. I provide a list of words such as "travel", "visit", "goto", "holidays", and I provide a second list with all the locations, example "London", "Paris,", "Berlin", etc... The domain search tool would then mix up my two lists of keywords and check to see if variants such as travellondon.com, londonholidays.com, gotoberlin.com, etc... are free to register.
