Eliminating outbound links for long tail-targeting pages

I have a number of pages that rank on the 1st page for highly long tail phrases, despite the pages having outbound links to things like 'privacy policy' 'terms of use', make a payment, etc...all pages that can be accessed from the home page. Do you recommend I eliminate these administrative pages from the long tail-targeting pages, to reduce outbound page rank flow? Does anyone create a different breadcrumb navigation or remove one altogether for pages that are highly targeted to improve their rank?

Yes, when you link to a page that is not indexed from a page that is indexed it will help. The tricky part is getting the currently indexed page re-crawled so it picks up the link to the non indexed page.
A good tactic for getting the page recrawled is RSS such as linking to a page from a new blog post. Or tweet the URL to the page.

Just to clarify, outbound page rank flow is to links off your site, not other internal pages. I would leave privacy & tos links but it is good to cross link to other pages on your site via related pages. Here is a good post on that: http://www.seomoz.org/blog/site-architecture-for-seo

I do not think it's much of an issue. I don't think footer links bleed that much. I would not worry about it, being perfectly honest. Why not ramp up a few more internal links to these pages or some external links?

To create extra pages, or not to create extra pages?
I'm responsible for a site where we cater for all kinds of medical & legal problems. I recently conducted keyword research that shows a lot of questions being 'asked' in relation to the conditions we cater for. Naturally, I want to create content to answer these questions. We have a page for 'Cancer compensation' - the 'possible content' that answers questions won't necessarily help someone claiming compensation for cancer mistreatment, BUT someone who asks a question relating to cancer, answered in the 'possible content' may find the 'cancer compensation' page useful. SO! Do I: Add this content to the existing 'cancer compensation' page? Create individual pages of content answering each question, linking to the 'cancer compensation' page? or do I amalgamate all the answers into one heafty 'resource' page that sits elsewhere on the site? Will pushing a visitor to a conversion page hosted on a 3rd-party domain hurt the landing page ranking
Had an interesting question from a client. The client has a page that is optimized for a specific term. The goal of the page is to push users to sign-up for a trial. The trial registration (conversion) page is hosted by a third-party. Will pushing users to the conversion page cannibalize the SEO authority of the landing page. My reflexive answer is to say no, but now am not so sure.

Would I be safe canonicalizing comments pages on the first page?
We are building comment pages for an article site that live on a separate URL from the article (I know this is not ideal, but it is necessary). Each comments page will have a summary of the article at the top. Would I be safe using the first page of comments as the canonical URL for all subsequent comment pages? Or could I get away with using the actual article page as the canonical URL for all comment pages?

How to fix duplicate page content and page titles?
Apologies in advance if this has already been answered (it probably has) - I'm just not seeing it. Is there a guide on here for how to fix the issues brought up by the crawler - specifically, things like duplicate page content, or duplicate page titles?
