Google Penalize?

Hello,
I read an statement somewhere which stated: "2 identical URLs linked to 2 different popular key phrases next to each other (on the same website/domain) will lead to a Google penalize. Google knows, that both terms are popular. This means, Google will ignore the links to your site (you'll not have any benefit) and the site you have your links on loses authority."
What are your thoughts on this statement?

We ran a test linking a new domain (lets say it was asdfdfhfgj.com) and found out that the second anchor text to the same url bears a lot less weight than the first one.
We linked asdfdfhfgj.com from a respected domain/page. Two links, different anchor texts. Both anchor texts where random strings that previously returned no results on Google. For the first months the page only ranked for the first random string, not the second. This is obviously just one data point but it does suggest something about the way Google treats links to identical urls from a single page.
However, this effect is far from a penalty and I doubt Google would ever penalize for having two links to an identical url on one page.

Would you mind sharing the source of this information?
I would like to read it in full context, and also check the date. I don't believe that statement has ever been true but I haven't been involved with SEO long enough to be certain.
The statement is inaccurate.

In most cases there's certainly less value for the second link (even more so to the target page since it's going to the exact same destination and the source page would have less link juice after the first link anyways). And yes, Google can measure several aspects of a keyword: popularity, commercial intent, search frequency, buzz/trend, etc. But I don't think one instance of this on a site would penalize an entire domain. A high instance of it would dilute a site in the hub/authority sense: http://en.wikipedia.org/wiki/HITS_algorithm as it's only pointing to one resource.

Should I use the Google disavow tool?
Hi I'm a bit new to SEO and am looking for some guidance. Although there is no indication in Webmaster tools that my site is being penalised for bad links, I have noticed that I have over 200 spam links for "Pay Day Loans" pointing to my site. (This was due to a hack on my site several years ago). So my question is two fold. Firstly, is it normal to have spammy links pointing to your site and secondly, should I bother to do anything about it? I did some research into the Disavow tool in Webmaster tools wonder I should use it to block all these links. Thanks

Why is my blog disappearing from Google index?
My Google blogger blog is about 10 months old. In that time i have worked really hard with adding unique content, building relationships with other bloggers in the same niche, and done some inbound marketing. 2 weeks ago I updated the template to something cleaner, with a little more "wordpress" feel to it. This means i've messed about with the code a lot in these weeks, adding social buttons etc. The problem is that from some point late last week thurs/fri my pages started disappearing from Googles index. I have checked webmaster tools and have no manual actions. My link profile is pretty clean as its a new site, and i have manually checked every piece of content published for plagiarism etc. So what is going on? Did i break my blog? Google Local Gone Loco
I am a bankruptcy attorney in Southern California. I have been doing my own SEO since I had a couple of bad experiences paying someone to "do" it in the past. If you want it done right, do it yourself I suppose. Anyway, I have been ranking well in Google local results. At first I peeked in at 3/3 showing on the first page of the searches. Then I climbed to Number 2 in local searches, probably as a result of finding sites and making sure my addresses, phone numbers and business names were all correct. However, this week (as I climbed to #3 spot in the local search for my city+ bankruptcy attorney, my Google local result dropped to page 2. One of my employees rated me on google local and gave me a google + which is gone and the pictures that I uploaded to Local Google are gone. I don't know if this is some kind of penalty because an employee gave me a rating (they were completely up front about working for me) or if something else is going on. I was also trying to claim my business on Yahoo (which resulted in some kind of "Account Suspension"). I have no idea what is going on. Google changing title tags to branded
Hi guys and gals, i noticed in the results today Google has been changing my title tags so that brand: is in the front of it all. This is not in the code but my title tag structure site-wide is keywords and then always | brand on the end. Why has this happened does anyone know? does it affect my first keyword in the title tag, i guess Google might do it as it recognises the brand and wants users to know it?

Site being indexed by Google before it has launched
We are currently coming towards the end of a site migration, and are at the final stage of testing redirects etc. However, to our horror we've just discovered Google has started indexing the new site. Any ideas on how this could have happened? I have most recently asked for robots.txt to exclude anything with a certain parameter in URL. Is there a chance this, wrongly implemented, could have caused this?

Penalized by google. How to find out?
Our webpage performs very bad on some keywords relating to one product. At the SeoMoz-ranking page i can se we are number 9 but we have the highest (higher than our competitors) rating in almost every category (at least 25 of 30) on the keyword difficulty report. How do i find out why this is so, or if we have been penalized by google?On other search-engines (yahoo, bing etc) we are number one! And we have the highest pagerank among the competitors...

Google Shopping Australia/Google Merchant Centre
So Google Shopping has finally landed in Australia so we've got some work todo hooking it up to our client ecom sites. Right now we have a handful of clients who are setup, the feed is getting in their ok but all products are sitting in "disapproved" status in the dashboard and clicking into each individual product the status says awaiting review. I logged a support ticket with Google to get some more info on this as it doesn't look right to me (ie the disapproved status in dashboard) and got a useless templated answer. Seems that if I switch the country destination to US the products are approved and live in google.com shopping search within the hour. Switch back to Australia and they go back to disapproved status. Anyone having the same issue/seen this before? I simply don't trust Google support and wondering if there's other factors at play here.
