Are URL suffixes ignored by Google? Or is this duplicate content?

Example URLs:
www.example.com/great-article-on-dog-hygiene.html
www.example.com/great-article-on-dog-hygiene.rt-article.html
My IT dept. tells me the second instance of this article would be ignored by Google, but I've found a couple of instances in which Google did index the 'rt-article.html' version of the page.
To be fair, I've only found a couple out of MANY.
Is it an issue?

As Lesley says, it's not ignored. If the content is exactly the same on both URLs, you can ask your IT folks to include a rel=canonical directive in the header that sets the canonical version of the content to one specific URL or, if a URL isn't needed, it can be 301 redirected to the proper URL.

They are not ignored by google, they would be seen as duplicate content if the same content is used on each page. Also one thing you should keep in mind too is that you will be diluting the keywords in the page name by adding more.

Managing Removed Content
I am a Real Estate Developer. Once a home goes off market (is sold), I had been using a 404 for that page. The problem: When the home goes up on market again, google will not re-index the new page (same URL) I have also tried to manage it a different way. Instead of removing the page, I left it as-is. At some later point time, the house goes back up on the market. The page is refreshed with new content. However, google decides to use cached version. Please note in either case, the property appears on the main page for a period of indexing. I have been doing this for 10 years, the problem is increasing with time.

Should i be using shortcodes for my my page content.
Hello, I have a question. Sorry if this is been answered before. Recently I decided to do a little face lift to my main website pages. I wanted to make my testimonials more pretty. Found this great plugin for testimonials which creates shortcodes. I love how it looks like, but just realised that when I use images in shortcodes, these are not picked up by search engines 😞 only text is. Image search ability is pretty important for me and I'm not sure if I should stick with my plain design and upload images manually with all alt tags and title tags or there is a way to adjust shortcode so it shows images to search engines. URL Structure
Hello, Within the last few months, my company launched a brand new website for our clients. Unfortunately, the web developers we went through aren't very knowledgeable on SEO practices and as a result, our URL structure is a total mess. Is there an issue if we show our old mobile site to Google & new site to users
Hi, We have our existing mobile site that contains interlinking in footer & content and new mobile site that does not have interlinking. We will show existing mobile site to google crawler & new mobile site to users. Will this be taken as black hat by Google. The mobile site & desktop site will have same url across devices & browsers. Totally flat URL structure
Hi Mozzers! I've just been viewing a website with a flat URL structure - the site has a definite structure - with various sections - and yet the URL structure doesn't reflect this... The developer tells me this is purely for SEO purposes! Would be interested in your thoughts...

Increasing content, adding rich snippets... and losing tremendous amounts of organic traffic. Help!
I know dramatic losses in organic traffic is a common occurrence, but having looked through the archives I'm not sure that there's a recent case that replicates my situation. I've been working to increase the content on my company's website and to advise it on online marketing practices. To that end, in the past four months, I've created about 20% more pages — most of which are very high quality blog posts; adopted some rich snippets (though not all that I would like to see at this point); improved and increased internal links within the site; removed some "suspicious" pages as id'd by Moz that had a lot of links on it (although the content was actually genuine navigation); and I've also begun to guest blog. All of the blog content I've written has been connected to my G+ account, including most of the guest blogging. And... our organic traffic is preciptiously declining. Across the board. I'm befuddled. I can see no warnings (redirects &c) that would explain this. We haven't changed the site structure much — I think the most invasive thing we did was optimize our title tags! So no URL changes, nothing. Obviously, we're all questioning all the work I've done. It just seems like we've sunk SO much energy into "doing the right thing" to no effect (this site was slammed before for its shady backlink buying — though not from any direct penalty, just as a result of the Penguin update). We noticed traffic taking a particular plunge at the beginning of June. Can anyone offer insights? Very much appreciated.

Duplicate H1 tag IF it holds SAME text?
Hello people, I know that majority of SEO gurus (?) claim that H1 tag should only be used once per page. In the landing page design I'm working with, we actually need to repeat our core message stated in H1 & H2 - at the bottom of the page. Now the question is: Can that in any way cause any ranking penalty from big G? In my eyes that is not attempt to over optimize page as it contains SAME info as the H1 & H2 at the top of the page. Confusing, so I'm hope that some SEO gurus here will share some light on this. Thanks in advance!

Can SEO Moz perform a full site crawl and provide a report showing all URLs within an existing domain?
We are conducting a site redesign and need to get an idea of all pages that are out there on our domain (in some report fashion). This would help for discovery and cleanup as we re-work the site and move to a new CMS. Thanks
