Spammy Links in MOZ but when I go to the external link I can't find a link to us

I was going to try to contact webmasters to see if they would remove some of our spammy links. I see alot of them in MOZ but when you go to the site our anchor text is not there. Is this good? How often does MOZ refresh external links. Please see:

We got hit extremely hard by Penguin in May

If you get a hit from Penguin then you should take this seriously and see if there are bad links pointing back to the website you should try and remove them as much as you can!
OSE take a month to update the data (my guess) so maybe you see the updates in the coming month but in order to be on the safe side just add the link in the link disavow file and submit it to Google.

Internal Link Building and Link Juice Quality
Hi There! I manage the website for a law office that covers many geographical locations. For very specific niche content, we would prefer to create one piece of content and link to the various geographic locations where we would handle that topic instead of posting multiple variations of the same content for each specific geographical area. If we put a button on these pages that has links to each location, will that have the same "link juice" effect to the pages we're linking that linking directly in the text would? What is the difference between anchor text and external links?
I understand you 'Pro's' may fins this a silly question. But I'm a visual learner and I can't seem to grasp this. I've read the pages MOZ has provided on anchor text and external links and my question is, how are they different? And which one is more important to seo? Can someone who has a great ability to simplify things, please help me understand this. They seem very similar to me but, I know there has to be more to it. Hi guys! You must get many questions about external links... This is mine. If I get an external link with good authority ranking in google, but it is not relevant to the site (for example, my site is about marquees, but we could get links from schools, which are our main clients, or any type of client) Does that affect negatively somehow to the rankings? or there is good value on it even is not related?
