Which number is important for backlinks?

I'm getting very confused. What is the important number regarding backlinks to my site?
The Moz number vs. Hubspot grader spits out vastly different numbers. For the particular site I'm trying to improve, I don't have Webmaster Tools installed yet (waiting for webmaster to do as it doesn't have asynchronous code on it).
Also apologies for novice question but I remember once being told that offpage SEO and specifically the amount of external backlinks is responsible for 75% of your SERP. Is that still the case?

Great question. A couple of metrics that I like to focus on are "# of unique linking root domains" to a site, and also overall Domain Authority and Moz Trust.
It's not really about the pure number of links. Even a spam blog can generate millions of backlinks without moving the rankings. Instead, it's more about the breadth, quality, trust and topical relevance of the sites linking to you.
If there's one metric that most agencies use for benchmarking, it's Domain Authority, but I'd be careful with this as it can fluctuate from month-to-month and should be thought of in broad terms instead of as a precise number that you track from week to week.

I'm not sure what number you're referring to, but would suggest that you need to be a little cautious in these post-penguin days.
I'll answer the simpler part of your question first. You asked if external backlinks were responsible for 75% of your SERP.
I'd suggest taking a look at the following Whiteboard Friday with Rand on the latest Ranking Factors survey:

Domain + Page level link features account for just under 40% according to the survey which suggests that while they are still the dominant factors, their influence is diminishing.
You really should resist the temptation to see link building as a numbers game. The days of being able to throw a whole bunch of cheap links at a page and watch it rank have gone - at least where you want a sustainable ranking.
Try to think about quality, over quantity, and think about the context and relevance of the linking site to your own. Try to think of it as building relationships rather than just links for the sake of links.
Keep your target audience in mind when you look for link opportunities and find those links that are likely to provide you with relevant traffic.
Hundreds of links with exact match anchor text from loads of rubbish sites are unlikely to do you any favours.

The number of links can be looked at as the total number of links, the number of links from a domain (one domain can have many links to your site) or the number of C Blocks (which suggest whether IP addresses are linked). Make sure you are comparing the same unit of measurement.
Another good backlink resource besides the ones you are using is MajesticSeo (they have a free tool you can try).
Links are very important, but there is no set value (at least that Google will tell). Moz and SearchMetrics have recently released ranking factors; you might be interested in taking a look at those.

Backlink Transparency with SEO Agency

Backlink Building - is it worth it?
I've got a UK-based site with about 10,000 backlinks, according to majestic, and just 4 according to Open Site Explorer? Confusing! Rivals tend to have more - 28,000 in the case of our nearest competitors. So I'm not sure the best way to go about building backlinks? Or if it's worth actively seeking to build them? The index page of the site has a Moz PA of 45 (DA = 35) and I'm looking for any ways to increase these - need to get the DA up to 73 to compete with largest rivals. One of our main rivals has about 60 .edu links - would be great to emulate that, but I'm also not sure how you go about this? i.e. when you spot a good backlink someone else has, how would you begin the process of also getting that link?

How long it takes to see backlink ?
We are promoting a law related website and I have posted a blog as a guest on a Law related blog which has PR 3 and Alexa Ranking 171.. It's been 3 weeks but when i run a backlink report from OpenExplorer or other tools that i use, i cannot see the link coming through at all. There is no no follow attached. I'd like to continue to post more articles on the same website but i need to make sure i am getting good links from it otherwise i will go somewhere else. However, i need to understand why do i not get links from that blog as it is very reputable and good blog. I appreciate if you can advise please? Thanks!

How to Build Whitehat Backlinks on 3 Hours a Day?
Hi Everyone, I've been lurking for some time and really appreciate the combined expertise of everyone here. Forgive me for beng a noob but, despite having searched the forum for relevant questions, I still can't seem to find the exact advice I'm looking for. Here's the deal: We are a small, aftermarket automotive tint and accessories store and are completely online. We have been in business since 2003 but primarily on eBay and Amazon. Our site was always tertiary but we have really begun to ramp it up in the last 12 to 15 months. I have only really been tracking our PR numbers and backlinks using Alexa, Site Explorer and Majestic SEO for the past 3 months but the numbers don't seem promising. I read as much as I can and have posted a number of articles, press releases, commented on blogs, started a ring of blogs and participate in related forums but am having trouble adding backlinks. How to do so when you don't have a big budget for it? Any tips or blind spots that I'm just not aware of? Thanks in advance! Best, Mike

What to do about bad backlinks hurting authority?
My site has many backlinks from 208.109.47.246/* and go.diaodou.com/* which have low authority. The 208.109.47.246 I believe is my godaddy IP and I don't know why I have the diadou links. Is there anything I can do about these links other than building other more reputable links? Could switching hosts or going to a dedicated IP solve the 208.109.47.246 issue? Is it important to have a geo modifier for local SEO link building?
If anyone here is familiar with local SEO, you may have noticed that there are different local results for: "city + Keyword" and just the "keyword". When building links will you end up targeting both with a geo modifier in the link, or is it beneficial to build links without the geo modifer for the keyword?
