Penguin Footer Links - Penalty or Devaluation?

One of customers provides IT Support for a municipality. The municipality's website (1000+ pages) has a footer link with the anchor text "IT Support" linking to our customer's site. The link is there for employees to get help. In mid summer, our customer's rankings tanked for "IT Support". It looks like a hit by Penguin. The question is, could removing the links bring the rankings back? Does Google's penguin algorithm penalize you for the footer links, or are they simply de-valued? Should we pull them down or no-follow them? If they aren't truly hurting their rankings, we would just leave them

Yes, it does. Google penalizes links that pass pagerank and are built unnaturally, like those ones you mention. You should have the IT company set ALL those links to nofollow, that will accomplish both the company goals, avoid/remove a penalty while still providing the municipality site a way to go to the IT site.

PS: check if the IT company received a manual penalty under WMT to verify, and if they did, fix the issue adding a nofollow to ALL the links and then file a reconsideration request.
EDIT: most likely, if those are the only links you have, you received a penalty, as a devaluation happens when you actually have no control on the links, but in this case, the IT company placed the links on purpose.

Hello Moz Community, For the last couple of months we have been trying to improve our ranking in Google UK for the keyword "church candles" http://www.wattsandco.com/church-supplies/church-candles.html We’ve been contacting relevant interiors/lifestyle blogs to feature our candles including anchor text linking back to our page. Our anchor text has been predominately our brand (Watts & Co) but also other key search terms (Watts and Co church candles, Watts and Co pillar candles). We have been tracking our ranking for the keyword “Church candles” using the Moz “ Rank Tracker” and we started on position 15 in Google UK. We went up to 12 briefly before moving down every week to 15, 17, 19 and 22. We checked today and we have moved back up slightly to 19. Our progress seems to be a bit slow and inconsistent. We wanted to reach out for any advice on how we can move up? If there was any way we can improve our strategy? Change domain whilst under a partial manual links penalty
Hi there We're currently under a manual penalty for some unnatural links to our domain and have been working on fixing that but had our first re-consideration request rejected so we're doing a second round of link removals The issue we have is that we were planning to change our domain before the SSL certificate expires in a couple of weeks and renew the certificate with the new domain but are unsure whether to stop working on the reconsideration request, change the domain and wait until the manual penalty moves to the new domain before continuing the link removal. Alternatively try and use the domain change to select which links are 301'd to the new site and leave behind the bad links in the hope that the manual penalty wouldn't be applied to the new domain Any thoughts or advice would be appreciated

Thoughts on Proactive Link Disavow
One of my newish hobby sites has began to attract some crappy links - as per Google Webmaster Tools, Links To Your Site report. The typical .ru and .pl kind of crap that seems to seep into all somewhat successful sites' link profiles. I have not received any notifications or penalties, BUT I am considering proactively disavowing these, but wanted to bounce this idea off some other SEOs before proceeding. Cheers!

100 + links on a scrolling page
Can you add more than 100 links on your webpage If you have a webpage that adds more content from a database as a visitor scrolls down the page. If you look at the page source the 100 + links do not show up, only the first 20 links. As you scroll down it adds more content and links to the bottom of the page so its a continuos flowing page if you keep scrolling down. Just wanted to know how the 100 links maximum fits into this scenario ?

Google Penguin Penalty

We have been battling our way the Google penguin penalty and have just received our 3 knocked back reconsideration request. I posted a find on here the other day about a simple change of page title made our site jump back up... In the meantime I've built 1 hight quality link back to our site and we have moved again from #50 to #46.Have Google ever removed a penalty without telling you?Should we ask for another reconsideration request?Thanks,

Link Building Post Penguin?
I really am lost as to what to do these days.. The problem with my industry is the whole idea of link bait isn't very lucrative. There are no bloggers either, so guest blogging also isn't a very good option. Seems to me like the best thing I can do is just publish content! So, publish a lot of quality content? LOL, sounds like that's right up Google's alley. Where do you publish your content, and what would you say has shown the best results for you personally? We called an SEO company, Arteworks, a few days ago (Friday), and they really didn't go into any details about how they build links. We called them because I saw a post that you commented on, here, and it recommended a few companies at the bottom of the post. (Arteworks being one of them) Really, this is where I get so dang confused... The goal is to build links like the old days, except only use unique content, diversify your pages, and anchor text? Links on Google Notebook
I have used OSE to look at links of a competitors site and notice they have dozens for links from Google Notebook pages eg http://www.google.pl/notebook/public/05275990022886032509/BDQExDQoQs8r3ls4j This page has a PA of 48 Is this a legitimate linking strategy?

Links from tumblr
I have two links from hosted tumblr blogs which are not on tumblr.com. So, website1 has a tumblr blog: tumblr.website1.com And another site website2.com also uses the a record/custom domains option from tumblr but not on a subdomain, which is decribed below: http://www.tumblr.com/docs/en/custom_domains Does this mean that all links from such sites count as coming from the same IP in google's eyes? Or is there value in getting links from multiple sites because the a-record doesn't affect SEO in a negative way? Many thanks, Mike.
