If Penguin 2.0 targets specific pages and keywords, should I spend less SEO effort on them since will they be harder to optimize? Penalty repair is only starting at end of year.

I’m working with a company that got hit by Penguin 2.0. They’re going to switch to white-hat only for a few months and review analytics before considering repairing the penalty.
In the meantime, would it make sense to focus less SEO effort (on-site optimization, link building, etc.) on any pages or keywords that were penalized or hit hardest? Or are those the pages we should work on the most?

Sorry for the confusion. White hat is here to stay! Previous agency used only black-hat. What I'm getting from your answer is that we should spend less time doing on-site optimization for pages that were hit hardest? Thanks for responding!

I guess it all depends on the relative importance of the keywords and landing pages. If the pages that were hit are important landing pages that drive conversions it should be something that is addressed. If the pages are being penalized, on-page optimization probably won't help too much; however, building quality back links could have some benefit.
It's possible that rankings have decreased on certain pages because the links that were helping the pages rank are no longer valued, rather than the pages receiving direct ranking penalties. If this is the case than building some quality links to replace the ones that are no longer valued may help the pages rank well again.
What worries me the most is when you say the company is going to switch to "white hat only for a few months" (not exactly sure how you meant it, so forgive me if I read into it wrong). Things are never going to improve if white hat tactics are only a temporary strategy. Google is only going to get better at picking up shady tactics.

SEO - Massive duplication of same page, but different link.

I'm dealing with a big client who's site has a big (approx. 39 000) duplication of the "same" page (same content) but each page has a different URL. The duplicated page is a "become a member"-page.
I've checked the backlinks in Google Search Console and there are no sites linking to any of the duplicated pages.
The developers have no clue where or how the pages came to be duplicated, but my guess is that every time a new customer sets up an account the page becomes duplicated. The customer want us to just remove the pages and sort out the duplication, but removing the pages might cause a big drop in back links/traffic and what not. I would much rather redirect the duplicated pages to the original page, but given that there are 39 000 pages it might mess with the site speed. Looking for ideas and suggestions of what the next step should be, remove or redirect.

Using on two pages a keyword in alternative language in the title
Hello SEO wizards, The main language on my website is english, and I am wondering if I can add a keyword in russian to couple of pages to the title and image alt tag and maybe header , with the hope that it would rank in google with that russian keyword.. How Does Google Treat Date Ranges For a Specific Keyword or Query?
How are date ranges interpreted by Google - ie if you type "1993-2003" does Google know 1995 is incl. and should be referenced for a query? What is the best practice for an ecomm site when it comes to a landing page for multiple years? Should be list out each year (looks spammy, "2003,2004,2005...), go with a full range (1993-2003 ), or is a two digit range suffice (88-95)?

Adding another keyword phrase to home page.
I finally reached the #1 ranking for my websites main keyword phrase. There are two more equally good keyword phrases that have my main two keywords plus one additional page. Can I shoot for both of those or should I limit it to just adding one more keyword phrase for a max of two? For Example. I rank #1 for Horse Buggies (our domain is the main two keywords) (Example) The other two equally good phrases with a little more traffic are Horse Large Buggies (I rank #29)and Horse Giant Buggies. (#46) What is the best way to start ranking for those terms....without saturating or cannabolizing my current terms? We are about to change the URL's on some of our pages...so maybe I could add Large and Giant to the URL. Any suggestions? I sure would like to capture the other two keyword phrases. #1 URL additions? ( I think this would just rank me higher for the new pages) #2 Would getting new links with those two new keyword phrases in the alt text help or is that black hat? #3 Adding more of those keyword phrases to my home page? What to do with keyword specific domains
I have a few domain names with the keywords I'm trying to target for my website. My website currently has been in operations for a couple years, and while not hugely authoritative, has built some value. Now, are these domain names with keywords any use to me? Is there any point to forward them to my site? Do I try to build up a page (or a few of content) and then have a link to my main site? Any insight would be mucho appreciated! Thanks!
