Localized SEO for Restricted Niches

Sorry for the hypothetical, it's a sticky subject!
Suppose I work for a company that offers Online Widget Counseling. Due to the fragile nature of Widgets, this service is only legal in one state and must be administered by a registered and regulated Widget Counseling company. Widget counseling is only available online so there is no competition from bricks and mortar stores.
Unfortunately the SERPs are dominated by unscrupulous black market outfits offering Widget Counseling illegally.
If we were to use intensive and strong local signals, could we expect the SERPs to favor our pages for searches "in or about" the state in which we are registered?

I'm going to take a stab in the relative dark and say this:
1. Building local links and citations should help as it would with any site.
2. It is unlikely that Google will assist you further than that. They appear to penalize broadly illegal sites, but they do not appear to get into the details beyond that. If you feel businesses are illegally offering a service, it seems like that would be more of a legal / regulatory issue than an SEO issue per-say.

It's rather a question full of riddles, but as far as I see it the search engine only cares about providing the most relevant pages for the search.
Just because the widget counselling service is only available online doesn't really matter to the search engine. If someone searches for "widget counselling boston" and there's a website run by a company showing that they are based in Boston, then it's more than likely that company's web pages will rank highly. Unless of course, there are many other widget counselling companies in Boston!

I recently came across Yext. Seems like a convenient service to get listed on local directories. Why I thought this would be useful are the backlinks, not necessary local searches. Are link juice good enough to justify spending the time to get listed? And what about getting listed on BBB.org?

SEO And Images: 2014 Tips
What is a good "image" strategy? All I really know is to make sure to use images that you create yourself and/or images that are approved for free commercial use and add alt tags. Local business ideas?
Hello, if you are good at SEO and want to launch businesses thanks to your ability to rank high on local searches, what are some good ideas? I'm more interested in the market sizes than the difficulties to rank. Another important factor is the ease to do the actual business. Because of that, I'm looking for ideas like "appartment renting San Diego" because you can create a classifieds ads website where people pay for their listings. Another good idea is "marriage photographer New York" because if you have the orders you just need to hire a few free lance photgrapher. "car dealearship London" wouldn't work on the other hand because opening a car dealerhip is too costly. Thanks a lot!

Local SEO - Confirming an Address that Does Not Receive Mail
Hi guys, I have a question that might have been asked previously but warrants asking again. What is the best workaround for Google Local verification for a business that is located at a physical address that does not receive mail. I have a friend who lives in an area that does not receive mail. This particular person tried using a local PO box to verify, but as it turns out that is a poor option a) because it is not allowed within the guidelines of Google Local, and b) because the listing was not accepted as a unique address and is listed without an address in Local because of this. Is there anyone with recent experience in terms of getting around this and verifying perfectly legitimate businesses in no-mail areas? I would have thought Google would have provided a workaround for those types of businesses. Any thoughts / experience would be appreciated!

Unique content for local pages
Hi, working on a website of a retailer who has about 100 shops accross the country and every shop has a page on the corporate website. Some questions about content on these pages: is it ok to add links to the brands they sell in those shops on every business-page? It's a link to the product listing they sell of that brand I wrote a generic text about the business where I can replace city, street it's located, ... Is it ok to use that kind of text on the local business pages? anybody some ideas I can write about on those loca business pages?

SEO for Explicit / Medical Pictures - Will It Hurt Rankings?
I have a client with page 1 rankings for several keywords. He wants to make some updates to his website. He is offering a new service and wants to show before and after photos of the procedure. He is an OB/GYN, so the before/after pictures are very explicit and have full nudity. How will this affect his rankings? Is there something that I can do to tell Google and other SE's that these photos are medical and not pornographic? Should I host them on another domain? Just looking for thoughts and insight.
