Backlinks from archived content? SEO penalty?

I'm curious, if I go to webmasters and suggest a change to an article in their archives (convincing them that the new link offers more value to their readers), how would Google look at that?
It seems to me that if a two-year-old article all of a sudden gets a new link, it might look fishy, and might even bring penalties with it.
Thoughts?

Why would it will be a problem? I mean if webmasters convince they will defiantly going to link to the source you are trying to promote and I think this will not really a problem for Google as well as you are providing better information.
This is similar to Content Refresher and Google is cool with this tactic!

Nope, I think you are wrong.
That is honest link building as you will be ultimately providing better information. Just don't over do it.
If you find it to be an easy task then probably your content isn't worth linking. But if you are really providing better info, then webmasters might be pleased to link to a better source.

Dear Friends, I just checked my backlinks in Ahrefs because my traffic has been dropping since the last 4 weeks. I have 2 questions is google penguin a part of Google core algorithm yet like Google panda is? I have backlinks of Payday loans which many webmasters claimed were the problem. When do backlinks start helping?
I have been working hard at getting quality backlinks but I had a lot of keywords slip in rankings this week. This may because I have been extremely busy for a week and haven't added a lot of content to my site. But I thought the backlinks would be helping. How long does it take backlinks to start boosting your site and what results should I see? I am focusing on getting backlinks from a site with a PR of 7. The others have a PR of 4-5. They are the BEST sites in my niche.

Google Penalty
Hi all, I've been having some trouble with Google lately. Awhile back I came across a quality site that had a "Useful Links" directory. I searched the site and finally found an email. I emailed the webmaster and requested a link. They obliged but wanted a link back, so I wrote a nice blog post that included a link to their site. This brings me to question number one: 1. Would Google see this as a link exchange? Problem number two with the link from this site. My site is fairly new with not much of a link profile. What I discovered was that they displayed random links from the "Useful Links" directory in the sidebar and in the footer. So all of a sudden we have a ton of links from one website. This site has hundreds maybe even thousands of pages. 2. Would Google see all of these links and think that they were paid or spam? We've had a nice steady increase in traffic from Google then all of a sudden it dropped to nothing for two days and has come back a little. Here is my data from open site explorer: 1/15/2013 PA=27/100 DA=14/100 LRD=5 Total Links=42 2/12/2013 PA=31/100 DA=19/100 LRD=9 Total Links=137 3/19/2013 PA=28/100 DA=18/100 LRD=5 Total Links=212 We experienced the drop in Google traffic on 2/4/2013. So according to open site explorer everything is ok. But is this big jump in links a problem? Thanks to anybody that reads this long post. 🙂

Hi all, There's a lot of controversy around duplicated content. If you google "The New SEO Process (Quit Being Kanye)" you'll get tones of results with a copied content from the original article. I'm eager to hear peoples experiences both good and bad with SEO Agencies. I have tried many. I'm particularly interested in hearing experiences of types of link building. In my experience many SEO agencies build low quality links, that at least in my view are unlikely to stand the test of time, with one or two expections.
