Can a hidden menu damage a website page?

Website (A) - has a landing page offering courses
Website (B) - ( A different organisation) has a link to Website A. The goal landing page when you click on he link takes you to Website A's Courses page which is already a popular page with visitors who search for or come directly into Website A.
Owners of Website A want to ADD an Extra Menu Item to the MENU BAR on their Courses page to offer some specific courses to visitors who come from Website (B) to Website (A) - BUT the additional MENU ITEM is ONLY TO BE DISPLAYED if you come from having clicked on the link at Website (B).
This link both parties are intending to track
However, if you come to the Courses landing page on Website (A) directly from a search engine or directly typing in the URL address of the landing page - you will not see this EXTRA Menu Item with its link to courses, it only appears should you visit Website (A) having come from Website (B).
The above approach is making me twitch as to what the programmer wants to do as to me this looks like a form of 'cloaking'. What I am not understanding that Website (A) URL ADDRESS landing page is demonstrating outwardly to Google a Menu Bar that appears normal, but I come to the same URL ADDRESS from Website (B) and I end up seeing an ADDITIONAL MENU ITEM
How will Google look at this LANDING PAGE? Surely it must see the CODING INSTRUCTIONS sitting there behind this page to assist it in serving up in effect TWO VERSIONS of the page when actually the URL itself does not change.
What should I advise the developer as I don't want the landing page of Website (A) which is doing fine right now, end up with some sort of penalty from the search engines through this exercise.

And I am very focused on parachuting the visitor into the right page with the right information that is targeted towards that end user you want to then 'convert' - and as you say there is no confusion who the page is for. And this way it can be better measurable in analytics.

I'd say having a unique landing page just for that specific segment is a very good idea for the user experience. Even though I don't think you'd have an SEO issue with their original idea, this would certainly remove all doubt.

Thanks to both William and Kurt for your taking the time to respond to my question. I agree, this situation is unusual, the web developer I am working with is not a marketer and very much a programmer and his skill set is normally centred around bringing together end to end ecommerce solutions, but leaves the marketing to me and my team.
What we are dealing with here are actually two academic websites, with academics who are not marketers at the centre of requirements as to what 'they' want. So my developer partner is having to work on what the client wants and the client is required to satisfy an external other 3rd party website which, when you read my question they are referred to as Website (B).
My personal thought was why not just create a specific landing page that is very much targeted for this audience coming from Website (B) and have a deal tailored for them on that page. The call to action could have behind it something very specific (a voucher code or something) unique to that audience being able to take up the offer and so not interfere with my very public facing page that is already a popular landing page that I really don't want to have interfered with.
If you guys or anybody else has any further thought on this I very much appreciate it.

I haven't come across anyone doing this exact situation before, but I don't think it's anything to be concerned with. If you are just giving a single extra menu item to a navigation menu, I don't think it's enough to raise any flags.
I disagree with William, though, about adding the noindex and nofollow. It sounds like this is not a temporary test and you are getting traffic to the page from the search engines. So, I wouldn't sacrifice that traffic for extra caution.
I think you'll be fine adding the menu item.

Its not cloaking.
However, I'd suggest adding a noindex, nofollow to that landing page, so there is no confusion between which is the original. The company I currently work for, we noindex, nofollow all of our testing pages that have different linking structure, and works well for us. Our test pages are activate under certain criterias like new user, 2nd time user etc.

Advice needed! How to clear a website of a Wordpress Spam Link Injection Google penalty?
Hi Guys, I am currently working on website that has been penalised by Google for a spam link injection. The website was hacked and 17,000 hidden links were injected. All the links have been removed and the site has subsequently been redesigned and re-built. That was the easy part 🙂 The problems comes when I look on Webmaster. Google is showing 1000's of internal spam links to the homepage and other pages within the site. These pages do not actually exist as they were cleared along with all the other spam links. I do believe though this is causing problems with the websites rankings. Certain pages are not ranking on Google and the homepage keyword rankings are fluctuating massively. I have reviewed the website's external links and these are all fine. Does anyone have any experience of this and can provide any recommendations / advice for clearing the site from Google penalty? How do you check if a website has a link network (From the same C Class)
Hello Mozzers, I'm conducting a link audit and I see a red flag for one of my guest blogs i did in 2012. let's say the IP of the website was 62.658.62.9 Little did I know that the blogging website is a link network with the same content on each IP via it's specific C class: 62.658.62.9 62.658.62.10 62.658.62.11 ETC... How does one find a website to blog on and check to see if they have a blog network or better yet, see if there is a similar distinction of duplicate sites based on its C-class?

Why have bots (including googlebot) categorized my website as adult?
How do bots decide whether a website is adult? For example, I have a gifting portal, but strangely here, it is categorized as 'Adult'. Also, my google adsense application to run ads on my site got rejected - I have a feeling this is because googlebot categorized my site as adult. And there are good chances that other bots also consider it an adult website, rather than a gifting website. Can anyone please go through the site and tell me why this is happening? Is linking out to different websites with the same C-Block IP bad for SEO?
Many SEOs state that getting (too many) links from the same C-Block IP is bad practice and should be avoided. Is this also applicable if one website links out to different websites with the same C-Block IP? Thus, website A, B and C (on the same server) link to website D (different server) could be seen as spam but is this the same when website D links to website A, B and C?

Why do websites use different URLS for mobile and desktop
Although Google and Bing have recommended that the same URL be used for serving desktop and mobile websites, portals like airbnb are using different URLS to serve mobile and web users. Does anyone know why this is being done even though it is not GOOD for SEO?

Beating the file sharing sites in SERPs - Can it be done and how?
Hi all, A new client of mine is an online music retailer (CD, vinyls, DVD etc) who is struggling against file sharing sites that are taking precedence over the client's results for searches like "tropic of cancer end of things cd" If a site a legal retailer trying to make an honest living who's then having to go up against the death knell of the music industry - torrents etc. If you think about it, with all the penalties Google is fond of dealing out, we shouldn't even be getting a whiff of file sharing sites in SERPs, right? How is it that file sharing sites are still dominating? Is it simply because of the enormous amounts of traffic they receive? Does traffic determine ranking? How can you go up against torrents and download sites in this case. You can work on the onsite stuff, get bloggers to mention the client's pages for particular album reviews, artist profiles etc, but what else could you suggest I do? Thanks,

I've done some link building on my website... why is google showing this?
Hi guys, it seems Google is going crazy as always, basically sometimes i'm ranked first page sometimes i'm not there, not sure if it's because of my link building and Google is indexing the links. At the moment in IE i'm top 3-4 for this keyword however the Title tag is not what I set it to be it's basically taking the product name then adding something after it. (I know google sometimes changes to what they want if they feel its more relevant but it isn't in this case) Not sure if this is normal for my keyword to keep appearing then dissapearing in Google. I noticed in FF my keyword isn't there but in IE it is. I've logged out of my Google account deleted all history/cookies etc. Even checked on my friends computer. Hope this makes sense and i'm not going crazy!
