Have just submitted Disavow file to Google: Shall I wait until after they have removed bad links to start new content lead SEO campaign?

Hi guys,
I am currently conducting some SEO work for a client. Their previous SEO company had built a lot of low quality/spam links to their site and as a result their rankings and traffic have dropped dramatically.
I have analysed their current link profile, and have submitted the spammiest domains to Google via the Disavow tool.
The question I had was..
Do I wait until Google removes the spam links that I have submitted, and then start the new content based SEO campaign. Or would it be okay to start the content based SEO campaign now, even though the current spam links havent been removed yet..

Im assuming you dont have any existing penalties, you just dropped those links into the disavow to clean up the link profile right?
If so, then you will notice a drop in ranking within 2 weeks usually (if the site benefited from those links)
Building new links, content and doing outreach shouldnt be a problem to it. It will just do it's own thing.

Yes, I can understand having impatient clients.
My assumption is that Google's system should theoretically allow you to do what you want to do, and not punish you for great inbound links and well-crafted content. Hopefully Google goes with the assumption that the disavow tool, as a tool of last result, is going to be used by responsible web marketers. And if this is the case, you should be fine to continue.
However, the safer recommendation would be to tell your clients that due to their spammy inbound link profile, you need to wait until this is cleared up until you put more content out there. That's what I would tell them. You could use a car analogy: don't worry about rotating the tires on your car today, if you have to replace all four tires next week. It's money wasted.
But because we just really don't know, and it's too new of a tool and used mostly in dire cases that there hasn't been a lot of data compiled on it.
Please let us know how it goes, and what route the client decides to take.... so we can generate some correlative data on this...

Thanks for the response.
It's tough because the client is a little impatient....like a lot of clients that wan't to "get things moving" which is why I was thinking to start the content creation and outreach even though the current spam links have not been deleted/disavowed. However I see how this might not be the best option...
It would be really useful to know if the search engines still value authority links pointing to a site that has been penalised the same way as they value authority links to a site that hasnt been penalised..

There hasn't been a tremendous amount of research done on this, as it's often the option of last resort.
I'd say to be safe, create the content but put it in a staging area. And then when Google has re-indexed / eliminated those spammy inbound links, push out the new content.
That's the safest route to go, I think... and what I'd do if it was my client.

Example url: http://public.beta.travelyaari.com/vrl-travels-13555-online It's our sites beta URL, We are going to implement it for our site. Unrelevant links
Hi there, In my website, There are lots of unrelevant/unnatural links coming in Google Search, we have removed it Through Remove URLs option, Also Cleared All Spammy backlinks, made website Content Cleared , But still it gives us unnaural links,, because of that our website rank loosed. Negative SEO campaign just started against my site. What do I do?
As the question says, I have just got alerts of new links, being clearly a negative seo campaign against my site. We are talking, lots of spammy, rude anchor text type keywords being used. Whilst I only have alerts of a small number (around 30), it has just happened and I know from the type of spammy links they are that more will be coming. So, question is, should I disavow? Do I keep submitting new disavows every few days as more are discovered? Any advice will be greatly be appreciated.

Domain name for seo
Lets say that my competitor has the domain name and website called remotecontrolcar.com , .net and .org . And he has great links and good white hat google juice. What if I get MyRemoteControlCar.com , .net, and .org domain name.. Would my domain name help me in rank against him as long as I have similar google juice? Thanks.

Are these links bad for my results?
In the past we have requested links on multiple directories. Since we have seen a mayor drop (60% in traffic) in results around the pinquin update 24-26th of April. Our results have been slowly getting lower and lower in Google. Is it possible to tell if these links are in fact doing my site harm? Before the 26th of April it was easy to see that the results where benefiting from the submission to those directories. We did not have any messages in webmaster tools and reconsideration says "no manual spam action taken". What would be the best strategy to turn this around and go up again? ok I was wondering how to determine the quality of a link and if there is a way to tell that the site linking to you could be passing on penalized link juice to your site. Also i would like to know some of yalls opinion on using anchor text links in articles and blogs. Now that google seems to have taken some of its "importance" away

Is Google stupid?
Why does buying links still work? I don't mean approaching an individual webmaster and cutting a deal, that seems to be nearly impossible to detect. But the huge link brokers, like Text Link Ads, Build my Rank or Linkvine, Google has to be aware of them, right? Can't they just create accounts to see the whole network, and ban the sites? Why wouldn't they just do that?

Which of these elements are good / bad link building practices?
Hi, I need some help. I recently got some help with an seo project from a contractor. He did 50 directory submissions and 50 article submissions. I got good results, going up about 20 places (still a long way to the first page!) on google.co.uk on a tough key word Since this project I learned article marketing is not cool. So I am wondering about what I should do next. The contractor has proposed a new bigger project consisting of the elements listed below. I don’t know which of these elements are ok and which aren’t.
