Open Data and SEO - Government sources

Hi Everyone,
Does anyone know of a connection between open data and SEO? I think this is a very interesting topic to explore. Lots of governments are jumping on this trend and it seems like Google and other search engines would be interested in this kind of authoritative source. Here are some examples -
USA OPEN Data examples
- Palo Alto, California USA: paloalto.opendata.junar.com
- Cupertino, California USA: cupertino.opendata.junar.com

Some companies/websites have already used open data to great SEO effect. If some interesting data can be presented in a unique and interesting or useful way it has a great chance of attracting interest.
I clicked on the Chile link and these ideas came to mind immediately:
- Data on traffic accident statistics - perhaps a car insurance firm or road traffic safety campaigner could present that data on their website, with further research into why certain locations are accident hotspots and what could be done to improve the safety.
- "Consumer Prices of Fruits and Vegetables" - a travel website could present this as a guide for backpackers visiting Latin America - for new visitors to a country it's always difficult to know what you should be paying for products.
- "Polling stations in Santiago" - a political candidate looking for votes and increased publicity could have an interactive map for voters to find their closest location.
I did have a link listing some awesome presentations of public data but it seems to have disappeared. Here are a couple of cool uses I remember:
- Live London Underground Map - Page Authority 64, 231 referring root domains, 6000+ Facebook likes, 5600+ Tweets. You can track worldwide flights too - it's scary seeing how close so many planes look over major cities: http://www.flightradar24.com
- Hills Are Evil phone app - Overlay Media created an app to help people with "restricted mobility find the best and easiest route between two places" - it overlays gradient and even surface (e.g. cobblestones) data onto Google Maps.
There are lots of good Google Maps Mashups using public data - Google [google maps mashups] to see!

Pagination & SEO
Hi We have automatically created brand pages based on which brand they have in their attributes. At the moment, developers have restricted the ability to properly optimise these for SEO, but I also wanted to look at how we should handle pagination. Example: http://www.key.co.uk/en/key/brand/manutan?page=1 http://www.key.co.uk/en/key/brand/manutan?page=2 http://www.key.co.uk/en/key/brand/manutan?page=3 Should we do any of the following - which I've found in an article: Put no follow on all links located on pagination pages Should we no index these pages as they are wasting crawl budget? - Don’t show links to page 2, 3, 4, 5… 10, 11, 12… at the end of your content but only a link to the next and previous pages so that you won’t dilute your page authority. Or does anyone else have any tips on how to handle these pages? Thank you!

SEO and Indexing via a Document Reader
My questions are in regards to Google being able to index PDF's and Images that are viewed from a document reader. The website offers visitors that login to view a variety of documents including PDFs and images. Will Google be able to find and index these documents so they can show up in search results? I'm new in SEO and heard by one of my friend that social signals are important for SEO of a website. If people have shared a website's url on their twitter, then it will automatically get rank in google. Is that true and how google sees this social sharing? and how can I do this for my website?

SEO friendly blog.
i've read somewhere that if you list too many links/articles on one page, google doesn't crawl all of them. In fact, Google will only crawl up to 100 links/articles or so. Is that true? If so, how do I go about creating a page or blog that will be SEO friendly and capable of being completely crawled by google?
