What are SEO factors in re-doing a website?

Most of my work now involves converting older websites to CMS-based sites (in Wordpress) and I'm wondering about best practices here.
If I create a "dev" or "sandbox" directory for my development work how do I keep the pages from being indexed while I am working on the new site? Can I "noindex" a directory?
What do I do with the old html files when the new site goes live? I'm assuming I will do a 301 redirect from domain.com/index.html to the new domain.com/, and also on all of the inner pages that have equivalent pages in the new site. But there will be a lot of old files left that have no equal in the new site. Do I just delete these, or noindex nofollw them?

In this case I am not changing the domain name, but converting the site from html/css to Wordpress. Many of the url names will stay the same, but they won't be .html files anymore.

Make sure you follow the steps as listed on https://www.google.com/support/webmasters/bin/answer.py?answer=83105&hl=en.
Proper 301 direction, new sitemap upload, change of address notification and retaining your old domain for atleast a year will make your transitions smooth.

If any of the old pages left benind have" Page Rank" ascribed to them, you might consider creating "catch all" pages on the new site so as to be able to 301 the leftover old to the new "catch all" pages and thereby reatain the link juice.
This requires creativity as you don't want to lose usability just to catch more link juice. Not knowing your exact situation I'm not positive this is an option but mention it just incase.

In your new CMS, you can use this meta tag until you are ready to launch:
In regard to the old pages, 301 them to either the home page or the most relevant subpages. If there are MANY subpages, you can use a Wordpress login to do a quick and dirty redirect of all the URLs that don't occur in the CMS.

How to stop UTM affecting SEO
Dear Moz community, We are a directory website and have lots and lots of UTM. This is crucial as we want to measure visits through Google analytics. Moz as a tool is fantastic because through a site crawl it can spot all our duplicate pages. Needless to say, due to the amount of UTM's on different pages, we have lots of duplicate pages flagged up. I ideal solution is still having the analytics capabilities of the UTM, but not affecting our SEO where search engines will realise it is not a duplicate page - we're aware it is the same page we just want to track the source! One-Pager and SEO
We're building a page that is going to feature over 31 people as difference makers in their field. We're unveiling one a day for an entire month. The very early mockup of the page has name, pic, some bio info, and a link to open up a new window with the full bio. I would love to have all of the bio content for all of the people on the page (and indexable), but I'm not sure how to do that while still being able to hide the full bios until they are expanded. Anybody have any tips that are SEO-friendly and/or examples of a page that is built like this and ranks well. Thanks!

Questionable SEO
Chess Telecom appears first when you search for 'business phone lines' in the UK so I used a campaign to check them out. It seems they've got tons of unrelated links and using comment spamming to increase their ranking. Along with fake twitter accounts and other things. Search for 'jewel jubic chess' and you'll see what i mean. I assumed this wasnt a good idea and been trying to get my link on relevant websites only. Any comments or suggestions? Should I simply trust that google will hopefully punish them eventually? Or should I be fighting fire with fire? Thanks Dan

How to re structure a website & Google
I have a website that requires the site structure to be changed. The website doesnt have many backlnks and rankings are fairly low. I have 11,000 products on the website and want to know the best way to change the site structure without causing 404 errors all over the place. Do I 301 redirect every page? drop all 11,000 pages from the index by adding a no follow no index to all pages?
