How to Recover From a Google Penguin Penalty?

My web site is hit by penguin penalty and got the mail from Google to my web master tool saying.
"Google has detected a pattern of artificial or unnatural links pointing to your site. Buying links or participating in link schemes in order to manipulate PageRank are violations of Google's Webmaster Guidelines.
As a result, Google has applied a manual spam action to xxxxx.com/. There may be other actions on your site or parts of your site.
Recommended action
Use the Links to Your Site feature in Webmaster Tools to download a list of links to your site.
Ensure that unnatural links pointing to your site are removed.
When these changes are made, and you are satisfied that links to your site follow Google's Webmaster Guidelines, submit a reconsideration request. If you're unable to remove links pointing to your site, please provide as much detail as possible in your reconsideration request.For an updated list of manual actions currently applied to your site, visit the Manual Actions page. If no manual actions are listed, there is no longer a need to file a reconsideration request." -

Backlinks to an anchor name URL: How Google sees them
I have been searching for the answer to this question and to my surprise have yet to find anything on the web. This is my situation: I have a form at the bottom of one of my pages and have another website that wants to link to this page, more specifically this form. I have an anchor link on the page to this form already. I was planning on sending the anchor name URL to the Webmaster to link to my page so their users will go straight to my form. My question is: do I lose link juice to my URL from this link because it is an anchor name URL? Does Google see this link that goes to a specific portion of my page to be less valuable than if I just linked to the plain URL? Cheers Sean

Does google really care if anchor text is the "brand name"?
I have read a lot about how it is a good idea to build links with your "brand name" as the anchor text. I am somewhat skeptical about all this. I suspect that the only thing that you need to do is have a wide variety of anchor text, some no follow links, and some links without any anchor text at all or just your URL. IDoes anyone have an opinion on this? Also I am somewhat confused about what a "brand name" is anyway. Obviolusly it applies to words like "Apple Computers" or seomoz but can I "make" my own name, i.e. Paul W. Matthews, into a "brand Name" aulby putting it in the title of my home page and just using it a lot as anchor text? If yes, is this a good idea? thanks, Paul

Dear all After talking with our company's SEO company they have advised that a link builder we employ to post artciles is posting on sites which will have negative page rankings / equity and which Penguin will penalise. These are the sites our link builder is posting on: wordpress.com

How to Check if a Sites Backlink Profile is Penguin Friendly?
Post penguin I am of course very wary about which sites I proactively solicit links from. Here is the scenario. Let's say for example I found a blog relevant to my business sector, had good domain authority/moz rank and noticed that they accepted guest posts. Sounds great? Well on the surface it sounds like it would be worth reaching out to the blog owner - but what if that blog had been involved in some really shady link building practices in the past and the reality is that I could end up damaging my own site by association. Can anyone share any useful resources such as articles or tools that will help to understand how to qualify if a sites backlink profile is shady and should be avoided as a link prospect?
