Is Moz Domain Authority still relvant when it comes to Google ranking?

My understanding of Moz DA is that it is predominantly based on external links. Since Penguin I am noticing more and more websites ranking high in Google with a "low" number of links and certainly a low DA but quality and relevancy of content and also of offering.
I understand that there was always more to ranking than DA but is it anymore even relevant to how a site will rank in Google?

In our last Ranking Factors Correlation study, Domain Authority had a 0.29 correlation, which is one of the stronger correlations we measure.
The strongest metric, Page Authority, showed a .39 correlation.
The idea of Domain Authority is that comparing 2 websites... all other things being equal... one is more likely to rank than the other. A significant portion of the weighting factors in Domain Authority is links. As Google shifts the significance of links, this changes.
But as you've observed, in the real world things are rarely equal. Moz is also working on spam scoring to help us better discount links that Google may likely be ignoring.
Interestingly, with all the talks about links and Google, what's surprising is how important links still are. Metrics like DA and PA haven't changed that much in their ability to gauge ranking potential. Perhaps someday we'll need new signals. For now they are still reliably useful.

Directories and Domain Authority
I read all the time about how directories have very little weight in SEO anymore, but in my field, a lot of our competitors are propped up by paying for "profiles" aka links from places like martindale-hubbard, superlawyers, findlaw, nolo, Avvo, etc (which are essentially directories IMO) yet all those sites have very high DAs of 80 and above. So, are links from these sites worth it? I know that's a vague questions, but if Moz's algo seems to rank them so highly, I'm guessing that's reasonably close to what google thinks as well...maybe? Is it still possible for small businesses to rank well in google
Hi I've been playing around with ecommerce sites for a few years now and although I am no expert I'm not a complete novice. We used to do quite well in google but recent changes have halved our number of hits. I have noticed that over the last year google has given priority to large brand names as opposed to relevancy. For example, if you search for the term 'bridal jewellery' (google UK) you will see that apart from one or two the majority of placements are taken by big compnies who offer very little bridal jewellery. One or two pages at most. My question is, is it still possible to rank well against these brand names or has google made it impossible for small companies. PS we only practice ethical seo as suggested by seomoz. Any help or advice is greatly appreciated. Thanks www.kerryblu.co.uk

Will signing up for Google Places affect my national rankings
OK, Here is a question which I can't find but think people have thought about. I would like to know others opinion. I have had a site that ranks well under generic national keyword terms. (not geographically specific) Its a small website, only 10 pages. We get 85% of our business from online applications. These applications come from all over the united states.Our SERP rankings generate 70% of all our traffic. My question is this: we operate in a state where we don't do business. We are a virtual business. Should I sign up for google places? Will It hurt my national SERP rankings?

Tuesday July 12th = We suddenly lost all our top Google rankings. Traffic cut in half. Ideas?
The attached screenshot shows all. Panda update hit us hard = we lost half our traffic. Three months later, Panda tweak gave us traffic back. Now, this past Tuesday we lost half our traffic again and ALL our top ranking Keywords/phrases on Google (all other search engines keywords holding rank fine). Did they tweak their algorithm again?
