How long until links 'fall off'?

If I have site A linking to site B, and take down the links - does anyone have any experience in about how long they take to 'fall off', that is stop appearing in Webmaster Tools or Moz? I'm going on three weeks currently. Perhaps this takes months?

The next time Google crawls the previously-linking page, it should note that the link is gone, as it will cache the page. Any benefit or detriment that the links was passing on should technically be nullified. Moz's crawl will update when it re-visits the page as well, but the frequency of Moz, Googlebot and the updating WMT is really hard to predict. If the link is on a highly-traffic, well linked-to page, G and Moz should pick it up quickly. If not, it can take a long time.
The Moz index is updated about every 3 - 4 weeks; again, the removal of one individual link requires the latest crawl to have noticed that it has gone, which is likely but not a certainty.

WMT can take a long time for anything to update.
but the search engines would have that change by now in there index

We're looking at providing SEO for a website that has the majority of its incoming links from websites created solely to provide links. Few have bad spam rankings. How worried should I be about those links?
The majority of incoming links to a prospect's website are from website pages apparently created solely to provide links to the website. Few have high spam scores. The sites linking to the main site have versions of blogs with linked text. They seem to be providing positive SEO value now, but I'm concerned they might get noticed and hurt the main site in the future.

Link building
Hello everyone, I am building links for an e-commerce site and I need to increase the value of the links we get by placing them on specific pages in order to pass more juice to inner pages. Which part of the website should I point the links to? Because there is no content section on the site what I can do is either link to the homepage (not an option) or link to inner pages such as category/subcategory/product pages. My doubt is that it wouldn't look natural to link to products pages from a piece of content or from a site where people go with the intention not to buy but to get information. Any opinions on this?

What is a good ratio of total links to linking root domains?
Is 100 total links for every linking domain too high? I suppose I could also look at ratios of sites that are doing well in the rankings.

Link in the footer
we have a sponsored link in the footer of a website, and since that footer is displayed on each page of that site, it shows that we have thousands of links coming from that site. my question is : does Google consider this as spamming? and does it help us , harm us, or has no effect?

Outbound links and their pro's and con's
So I was wondering if there was a general consensis regarding the amount of outbound links you have coming from your domain to other domains and if there is a correlation between the more you have going out, the more (for want of a better word) damage you can do to your domain. EG: is a site with good domain authority better to keep the short leash on handing out links to external sites? Does this make the link juice from the site more valuable?
