Should I continue adding new content on the website penalized by Google?

I have a website that is imposed partial action by Google due to unnatural links. We are in the process to clean up those links. At the same time, I want to add more content to the same website. My concern is whether the new content pages will be affected by Google's action as well. Should I wait until we finish the cleanup and get a green light from Google? In addition, will it be worth doing some on-page optimization on the pages that are affected by unnatural links and Google's penalty? Please advise.

The answer really depends on what type of penalty you have, but in most cases, your whole site will be affected and the new content will likely struggle. There are some cases where only a certain part of a website or even certain keywords are affected by a penalty and new content could still thrive, but that's not as common.
Still, if you can add good fresh content then I would continue to do so! This can be a sign of good faith to Google that you are actively working on improving your website. You can even link to this content in your reconsideration request to show Google that you are doing all you can to make your website as helpful to users as possible.

If the penalty is solely related to inbound links and you are cleaning these up, the content will suffer while your penalty exists (i.e. it won't start ranking well, as it's housed on the bad domain), but once the penalty is lifted, the content should have no trouble ranking, even though it was added when the site was under penalty. The same goes for the on-page optimisation: you'd be doing this for the future, not for the present. It won't help you in the short term, but you should still benefit from the improvements when the site is no longer suffering because of its inbound links.

Although I am no expert, but my research and thinking is that if you are being hit by a domain wide penalty, then yes any new content will also suffer as it is an extension of your penalized domain.
Now even one page can cause a whole site some issues. Just as with most the homepage carries the unnatural links, so the whole site hurts because of it.

Hi All, What Should be the URL of third party blog for my website. Is there a good website builder that can gain links?
I made the horrible mistake of using GoDaddy website builder and just found out that I have 3 homepages with a 302 temporary redirect on one of them. GoDaddy says I have only one homepage and no redirects which is not true as far as both Google Webmaster and Mozpro are concerned. I am not able to change anything structurally on the Godaddy site. Is there an economical alternative to having a website built that I can work with myself (with little knowledge) and that I can do some link building that will be effective. Diagnose My Google Crash!
On July 20, my site peaked in terms of google impressions. On July 21 it crashed and then got worse. Here is my chart from Google Webmasters. http://tinypic.com/r/abruv7/5 I have been working really hard to get qualify backlinks from my niche (mom deals/coupons) and I know people like my site due to the growth in newsletter subscriptions etc. So what happened with Google? Is it Google Panda? Nothing on my site changed except maybe I had been getting less backlinks for a few days. I am having duplicate content issues which I posted about in another question. For some reason Google is indexing past page 1 of my category pages even though Yoast Wordpress SEO is set NOT to. So I am getting duplicate title tag errors from the subpages. I also have some crawl errors/404s due to deleting and renaming categories to improve my site. Any SEO issues my site might have (shorter posts than 300 words, affiliate links etc) are the same issues my competitor's have who are on page 1 of Google. Any input would be appreciated.

New to seomoz, scared to death after last update
man, I know I am opening the flood gates for some serious debates, so let's just not and say we did. All I want is for some people to help me out. My site is www.ontracparts.com we sell heavy equipment parts. So we were steadily increasing in traffic and rank, before penguin. I had ordered a few backlinks from a semi spammy source (meaning that they used spun content) Like I said our rank was increasing pre-penguin, and I stopped ordering. We seemed to hold our postitions after I stopped ordering (for about 2 weeks everything remained the same) So, I ordered more of them. Then penguin dropped and our rankings and traffic remained the same. for a little while that is. Soon the rankings started to drop. Probably a direct result of those links right?? Well here is the weird thing.. Traffic is slowly increasing again now that I ordered more links. Rankings drop, but traffic increases? what the heck? what should i be doing now, post-penguin... just writing and publishing content on the site everyday?? How do I go about getting links if I can't just buy them anymore?? I should also mention that there is practically ZERO guest blogging opportunities.. I say that because there is nobody blogging about heavy equipment right now. Not that I could find anyway.

Will Google penalize for redirects related to a company merger?
Company A is set to acquire Company B. As part of the merger agreement, Company A will be redirecting the linking domains of Company B's website (over 1,000 links) to company A's website. Will Google penalize Company A for redirecting Company B's 1,000 linking domains to Company A's website at one time? If so, would it be better for Company A to redirect Company B's 1,000 linking domains in waves?
