Should I continue adding new content on the website penalized by Google?

I have a website that is imposed partial action by Google due to unnatural links. We are in the process to clean up those links. At the same time, I want to add more content to the same website. My concern is whether the new content pages will be affected by Google's action as well. Should I wait until we finish the cleanup and get a green light from Google? In addition, will it be worth doing some on-page optimization on the pages that are affected by unnatural links and Google's penalty? Please advise.

The answer really depends on what type of penalty you have, but in most cases, your whole site will be affected and the new content will likely struggle. There are some cases where only a certain part of a website or even certain keywords are affected by a penalty and new content could still thrive, but that's not as common.
Still, if you can add good fresh content then I would continue to do so! This can be a sign of good faith to Google that you are actively working on improving your website. You can even link to this content in your reconsideration request to show Google that you are doing all you can to make your website as helpful to users as possible.

If the penalty is solely related to inbound links and you are cleaning these up, the content will suffer while your penalty exists (i.e. it won't start ranking well, as it's housed on the bad domain), but once the penalty is lifted, the content should have no trouble ranking, even though it was added when the site was under penalty. The same goes for the on-page optimisation: you'd be doing this for the future, not for the present. It won't help you in the short term, but you should still benefit from the improvements when the site is no longer suffering because of its inbound links.

Although I am no expert, but my research and thinking is that if you are being hit by a domain wide penalty, then yes any new content will also suffer as it is an extension of your penalized domain.
Now even one page can cause a whole site some issues. Just as with most the homepage carries the unnatural links, so the whole site hurts because of it.

What would you do with virtually unlimited quality content?
Hi All, We have a site with over 6000 products, several hundred category pages, numerous brand landing pages etc etc. As part of an ever expanding SEO team we have a number of article/content writers that are writing QUALITY content. Because we are in the cooking/cookware/kitchenware niche, these articles are on a range of subjects. E.g. recipes, how to clean products, getting the best out of products, differences between brands and styles, seasonal trends etc etc. We currently have a dedicated blog that is a completely different URL to our ecommerce site, a number of smaller blogs that are quite spammy but rank well for certain terms that are all interlinked in a random way (hey, don't hate me), buying guides, all the usual social media accounts etc. We also sponsor a number of quality external cooking blogs that link back to our site when we give them products to review. My question is, how would you best use this content? We are looking at starting our own blog hosted on our ecommerce domain as well (the one on the other domain is OK, but our new blog will have awesome content). Any suggestions would be very helpful. Penalized?
In late November, our site experienced a dramatic loss in serps across several pages. Since this time, we have been trying all sorts of recommendations that included adding the +1 button, adding Facebook like button, differentiation link types and so on. At the time that all of this happened we also noticed a few problems in GWT concerning inaccessible pages, pages not found and other problems. We have come really close to fixing all of the technical problems, our pages load quickly and have even added the +1 buttons. Unfortunately, there doesn't seem to be any improvement. Now people are saying that when our site was built, about 5-years ago, the url's had keywords stuffed into them. Admittedly, they are long but from what I have read making a series of redirects may not be an optimal solution and will take a long time to see any potential benefits. All of the listed url's in the image below have been on the first page in google for the listed search phrase. While they are still indexed, they are very difficult to find. I would like to solicit the help from people with real world experience in diagnosing a problem like this one? Is this an offsite problem, onsite problem, hosting issue or something else? How to Add Content to a Product-Focused Site
I recently took over management of the SEO work for the following site: http://www.grovercorp.com/rings-and-seals/. I want to do link building, but don't have a ton of experience with it. From what I've read, offering linkable content is the best way to get links. However, this site -- like many in industrial B-2-B -- is focused primarily on promoting their products. I'd like tto offer an article or add an infographic, but am not sure where I would put it? It doesn't seem like the architecture offers a good place to add linkable content. Anyone have thoughts or suggestions?
