On-site duplication working - not penalised - any ideas?

I've noticed a website that has been set up with many virtually identical pages. For example many of them have the same content (minimal text, three video clips) and only the town name varies. Surely this is something that Google would be against? However the site is consistently ranking near the top of Google page 1, e.g. http://www.maxcurd.co.uk/magician-guildford.html for "magician Guildford", http://www.maxcurd.co.uk/magician-ascot.html for "magician Ascot" and so on (even when searching without localisation or personalisation).
For years I've heard SEO experts say that this sort of thing is frowned on and that they will get penalised, but it never seems to happen. I guess there must be some other reason that this site is ranked highly - any ideas? The content is massively duplicated and the blog hasn't been updated since 2012 but it is ranking above many established older sites that have lots of varied content, good quality backlinks and regular updates.

Egol is right - pages like this can persist in quieter niches, especially if there are not a huge number of other results to take the thin results' place. I notice that this guy's page for London has a lot more content, probably indicative of the fact that the competition for rankings and business is a lot higher in London than it is in surrounding areas.

(My Experience) I am having the exact same problem currently,
It is an absolute nightmare being outranked by a poor site, with poor content and a poor user experience,
However through Moz advice i have been told to keep doing what we are doing publishing quality content the right way and focus on the quality of your website, making improvements,building links and you will be rewarded,

Google has been killing sites with lots of cookie-cutter pages for at least 8 to 10 years. In busy niches they get killed quickly. In sleepy niches they can persist a lot longer.
For years I've heard SEO experts say that this sort of thing is frowned on and that they will get penalised, but it never seems to happen.
Those experts are right nearly 100% of the time. These sites rarely survive today. So, I think that your use of the term "never seems to happen" is because you are frustrated with this guy.
On rare instances, I see a site like this persist in the SERPs of a sleepy niche for years and years. They often have a lot of people talking about them, giving them lots of social attention, citations, mentions, etc. I believe that may have something to do with why they survive.
Have you seen this guy perform? If you haven't, maybe you should.

Does ID's in URL is good for SEO? Will SEO Submissions sites allow such urls submissions?
Example url: http://public.beta.travelyaari.com/vrl-travels-13555-online It's our sites beta URL, We are going to implement it for our site. After implementation, it will be live on travelyaari.com like this - "https://www.travelyaari.com/vrl-travels-13555-online". We have added the keywords etc in the URL "VRL Travels". Negative SEO campaign just started against my site. What do I do?
As the question says, I have just got alerts of new links, being clearly a negative seo campaign against my site. We are talking, lots of spammy, rude anchor text type keywords being used. Whilst I only have alerts of a small number (around 30), it has just happened and I know from the type of spammy links they are that more will be coming. So, question is, should I disavow? Do I keep submitting new disavows every few days as more are discovered? Any advice will be greatly be appreciated.

It looks like we have the same penalties on more than one ecommerce site. What subtle on-site factors can contribute to non-manual penalty, specifically rankings slowly going down for all short tail keywords? And what does it take to pull yourself out of these penalties?

[linkbuilding] link partner page on webshop, is it working?
Hello Mozzers, I am wondering about the effect of link building by swapping links between websites and adding a link partner page to the web shop containing hundreds of links. I have this new competitor coming in to the SERP of Google competing on the keywords I am targeting. The competitor has way more links than our web shop. The competitor has a page with hundreds of links to other web shops witch on there turn has a link to there web shop. (not all off them link back btw) I always thought it is no use sharing links with other websites this way in creating a huge page with hundreds of links. it is of no benefit for neighter website to do this. Still it does seems to work (?) and tis strategy is used by a lot of web shops in the Netherlands. How are you guys looking at this?

Creating duplicate site for testing purpose. Can it hurt original site
Hello, We are soon going to upgrade the cms to latest version along with new functionlaities - the process may take anywhere from 4 week to 6 weeks. may suggest - we need to work on live server, what we have planned take exact replica of site and move to a test domain, but on live server Block Google, Bing, Yahoo - User-agent: Google Disallow: / , User-agent: Bing Disallow: / User-agent: Yahoo Disallow: / in robots.txt Will upgrade CMS and add functionality - will test the entire structure, check url using screaming frog or xenu and move on to configure the site on original domain The process upgradation and new tools may take 1 - 1.5 month.... Concern is that despite blocking Google, Bing & Yahoo through User agent disallow - can still the url can be crawled by the search engines - if yes - it may hurt the original site as will read on as entire duplicate or is there any alternate way around.. Is it possible that since the Google Farmer's Update, that people practicing Google Bowling can negatively affect your site?
We have hundreds of random bad links that have been added to our sites across the board that nobody in our company paid for. Two of our domains have been penalized and three of our sites have pages that have been penalized. Our sites are established with quality content. One was built in 2007, the other in 2008. We pay writers to contribute quality and unique content. We just can't figure out a) Why the sites were pulled out of Google indexing suddenly after operating well for years b) Where the spike in links came from. Thanks

If a site is punished by google like -30, or -60, are the link from that site efficient?
Like this way, if I build a blog and in some situation, the blog is punished by google as some reason I don't know, all the rank dropped and got the -30 punishment. If I put a outbound link on the sidebar, or footer position. what it'll be for that link?
