Clarification needed regarding link building

We are working on a SEO project for a client with a bilingual site. We have already started with the link building task for the English domain. However, for the Arabic domain the URLs for the inner pages are not yet finalized and it would take around 2 months to do so. I would like to know whether we could start with link building for the main Arabic domain although the inner pages URLs are not yet finalized?

Yes absolutely. The sooner you start the sooner you start building trust and authority points for the site even in it's current form.

Dear Alan, Thankyou very much. We have over hundreds of pages in Arabic. With your definitive feedback we will go ahead and start the linkbuilding exercise pointing to the Arabic home page of the bilingual site.
This clarifications helps us in many other projects where the whole link building excercise was kept on hold until all on page optimisation was done. From what you say, for link building if pointing is done to the main domain & if there are over 100's of pages, link building excercise can be started. -
if you already have any content for the Arabic domain, it will not hurt to start building links to what you've got. It can only help because it's a long process to get long-term link value, and starting now will give you the foundation that you can build on later.

Using Online Communities for link building..
Hello. All I have a question in regards to online communities. Is joining an online community( i.e. Industry related forums, commenting on industry related news sites, responding to blog post) a good way to do link building? I don't mean in the sense of spamming but actually being an active part of a online community and adding valuable to the conversation. I have tried posting blog post on a industry related online community: biggerpockets.com but this site does not show up as a link when I pull an open site explorer for my website. Any suggestions ?

Link building need help
I've been doing link building for the past 2 months for a website. I've put together some blog posts and submitted them to some sites. However, I don't want to repeat the content on other sites or use the same sites again for links. The problem with this company is that nothing is happening. The last press release they issued was in 2010 and in the 4 months I've been working for them nothing has happened. I have found a few good quality websites in our niche which I could approach for links, but I want to have good content to put on them. Does anyone have any ideas as how to create content that would be suitable, bearing in mind this a B2B company.

Dear all After talking with our company's SEO company they have advised that a link builder we employ to post artciles is posting on sites which will have negative page rankings / equity and which Penguin will penalise. These are the sites our link builder is posting on: wordpress.com

Do you spend much time on the phone when link building?
When it comes to link building for a client how important is it to get on the phone when chasing links from other sites? Would you say this done all the time, half the time, not at all? Is this the SEO experts responsibility or the clients? Update: Really hoping to get an idea of how important this is to acheive good SEO results.
