Companies creating spammy links to charge money to delete them?

Hi all,
Yesterday I was checking out ahrefs.com and realizing that one of our main competitors was getting new spammy links to its website from junk directories, rusian forums, porn sites etc. I found it to be weird but I thought that maybe they hired a black hat company without knowing it.
Today I began finding the same type of spammy links pointing to our site. I'm completely sure we did not create them.I was checking out some of the new directory links and their listings consist of new pages including only our company's website and absolutely no descriptions. I did a little more research and find out that many of those new directories/listings belong to the same company ( seems to be located in Argentina, but I'm not sure). I also remembered paying that company long time ago to delete two links to our website that were included in their directories.
I have to tell you, I'm completely out of my mind and I really don't know what to do. The two possibilities I can think about are:
1- A competitor has hired somebody to point spam to our site, to our other competitor, and may be some other competitors in the industry.(because as I tell you before our main competitor in the area is getting new spammy links too)
2- These black hat companies that own directories and other junk websites are pointing spam to us to get paid to remove links.
Whether is #1 or #2 is getting out of control and I really don't know how to manage it (except from disvowing links as soon as I find them).
I would appreciate suggestions/advise. Thanks.

Thanks for your answer! There's no need for a signature line on Q&A answers, however. Interested people can click through to your profile page to see your contact info (and all of our links in Q&A are nofollowed in any case).
Signature lines tend to make the answer look a bit self-promotional and can result in thumbs down by some users.

As noted this is really a Negative SEO type of thrust, into the marketplace by folks who IMHO are idiots!
Disavow anything that looks shady....and also ensure that you check now every single week on the new IBLs....now that someone has started on you in your channel, it may be worse before it gets better, eh?
Oh - google for "Negative SEO" and read some of the lastest case studies too....knowledge learned is a good thing, eh!

I see this sort of thing a lot and will not respond to companies who request payment to remove a link but instead just disavow the domain. Google will often ignore some of these sites as they are often aware it is happening but always best to disavow.
If everyone just chooses to ignore sites that charge for removing links then they will eventually just die off anyway, but whilst they are getting paid, they will continue to operate.

I don't believe there's any legal action that can be taken as it's not actually illegal for someone to link to your website; regardless of what harm it might cause you. Unfortunately, there's too much truth to the saying that law is always 10 steps behind technology.
However, I do believe that if the problem persists, you have the option of emailing Google support and reporting the website(s) in question - stating your case and the specifics may go a long way in ensuring that it doesn't happen again.

While paying a company to remove links to your website seems like a good idea, it tends to be a slippery slope - ending up exactly as you've summarized (like a blackmailer asking for more payment every time you pay).
If requesting that a website remove links to your own doesn't work, the next best option is to disavow the link(s). Check out Google's support in disavowing links here: https://support.google.com/webmasters/answer/2648487?hl=en

Competition Link Metrics Analysis - Do you have any suggestions ?
My sub-pages are ranking well, but Homepage isn't ranking well for the keywords I'd like it to. It used to in the past. My site - njhypnotherapy.com used to rank (#2-5) 1st page in google for many keywords. In Sep/Oct I noticed my homepage ranking drop dramatically for the main keywords. Well, I made some foolish decisions and I'm trying to clean up the mess. Low quality links, duplicate content...etc I rewrote most of the content, removed unnecessary pages, removed as many low quality links, and used disavow for the rest. It's been a 2 Weeks now. I noticed a lot of improvements in my sub-pages. From #50 to #20. Not Bad. My homepage still isn't ranking. Any suggestions to improve? Creating duplicate site for testing purpose. Can it hurt original site
Hello, We are soon going to upgrade the cms to latest version along with new functionlaities - the process may take anywhere from 4 week to 6 weeks. may suggest - we need to work on live server, what we have planned take exact replica of site and move to a test domain, but on live server Block Google, Bing, Yahoo - User-agent: Google Disallow: / , User-agent: Bing Disallow: / User-agent: Yahoo Disallow: / in robots.txt Will upgrade CMS and add functionality - will test the entire structure, check url using screaming frog or xenu and move on to configure the site on original domain The process upgradation and new tools may take 1 - 1.5 month.... Concern is that despite blocking Google, Bing & Yahoo through User agent disallow - can still the url can be crawled by the search engines - if yes - it may hurt the original site as will read on as entire duplicate or is there any alternate way around.. Spam linking site how to report
I have a spam linking site that is generation thousans of links to my site. Even if i have a good link background, this is the only spammy i have, each week number of links comings from it increases by 500 , i know have 3000 links for that site and 1800 for other sites, but that one keeps growing What should i do, i dont want that link it is imposible to remove as webmaster does not respond

Link idea? good or bad?
OK so my website ranks fairly well for keywords i would say 50-60 % are ranking in the top 3 my DA is 15 and PA is 28 I have a few other sites that i blog on that i own they have a DA of 11 and PA of 20 i was thinking of just guest posting on those using a keyword Anchor text that im not ranking for and seeing what that would do. I was thinking of creating a few other sites and just blog about random stuff for 3-6 months generate traffic and start guest posting redirecting links back towards me. Is this bad?

Are these links bad for my results?
In the past we have requested links on multiple directories. Since we have seen a mayor drop (60% in traffic) in results around the pinquin update 24-26th of April. Our results have been slowly getting lower and lower in Google. Is it possible to tell if these links are in fact doing my site harm? Before the 26th of April it was easy to see that the results where benefiting from the submission to those directories. We did not have any messages in webmaster tools and reconsideration says "no manual spam action taken". What would be the best strategy to turn this around and go up again? Link-Building - Directories
Hello, The SEO world is a bit confuse in the last months with the Google Antartic updates. Its normal since Google is trying to kill SEO to have more Adwords publicity results. My most recent doubt is about directories. I heard Matt Cutts from Google in a recent Google Hangout saying that registering a website in directorys was ok, but not the ideal method to become relevant in the internet world. However it seems that this procedure is not against the Google policies. Now, here in the forums, I already saw someone writing about adding your site to directories and how dangerous that situacion is. So, whats your opinion about adding your site to free and pay directories as first link-building strategy? If directories are out of the question, why SEOmoz as a huge list of paid directorys? Is SEOmoz outdate?
