Webmaster tools content keywords conundrum

I'm working on optimising a phrase that is made up of two words. I've noticed in webmaster tools that the two words are listed separately under the content keywords section. This is fine apart from the two words are listed at very different significance levels, 2 and 18.
Drilling deeper it shows that both these words have two variants. The word in position 2 occurs 483 times and the word in 18 occurs 60 times.
Sadly the phrase is commercially sensitive as I'd like to just be able to share it here but can't.
Should I be looking to include the weaker word more frequently on the site? In anchor text? Or is this normal distribution? Would optimising the weaker word risk the wrath of Panda?

It's kind of hard to understand this situation but Ill take a crack.
Dont worry about Panda as long as you aren't one of those that squeeze the same grammatically wrong keyword phrases, over and over and over. Optimize the new content for the weaker words -> include those target key phrases -> internally link to the main page you want those to be optimized.

Should I establish a Webmaster Tools site per language?
Our company services multiple regions. Our website is setup for France, International (en-gb), Spanish, United States and China. The websites share a common template and format and menu tree but each has unique content. Should I use a single Google Webmaster Tools site for all of these or establish each of them as a unique website?

Simple on-site SEO - bet practice for keywords in content
Hello, The Moz on-page grader will give a grade of A if the keyword appears exactly in the content at least one time. If there are 500 words and a lot of it is about the main keyword, what have you found to be important to look for beyond the on-page grader - beyond the one exact instance of the keyword? I'm specifically talking just about keywords in the content. My guess is that it needs to occur 3 or 4 times in different forms and at least once exactly, but the on-page grader doesn't require it. What have you found?

Keywords dropping

Duplicate content - Opencart
In my last report I have a lot of duplicate content. Two different domains with the same content
Hi all, I just figured out that my client has two different domains with the same content, so the site will be penalized by Google: www.piensapiensa.es www.piensapiensa.com Should I do a 301 redirection from one domain to the other one using the htaccess file as usual chosing one of them as canonical? redirect 301 piensapiensa.es www.piensapiensa.com? Thanks.

Similar content multiple pages
I have run in to a situation on an e-commerce store where products from a certain manufacturer require a fairly large chunk of corporate information to be posted underneath the product description: I.E. Trademark information, etc. This information happens to be close to half the size of the product description information. Am I at risk of getting hit negatively for this portion of text duplicated across multiple products? I was considering putting a link to a separate informational page with this information but am not sure if it even matters? What are your recommendations brilliant SEO'erz?

Advice with keywords - category - Forum
Hiya guys Everyone has been really good to me on here, just wanted a bit of advice with the keywords on my forum. my website is a nightlife forum for the UK, each city has its own section. Each section has a eg: _What's on in Birmingham? Club Nights, Upcoming Events, Promotions _ as the Title category, Should I drop the Club Nights, Upcoming Events, Promotions and put that in the description of the forum.
