Webmaster tools content keywords conundrum

I'm working on optimising a phrase that is made up of two words. I've noticed in webmaster tools that the two words are listed separately under the content keywords section. This is fine apart from the two words are listed at very different significance levels, 2 and 18.
Drilling deeper it shows that both these words have two variants. The word in position 2 occurs 483 times and the word in 18 occurs 60 times.
Sadly the phrase is commercially sensitive as I'd like to just be able to share it here but can't.
Should I be looking to include the weaker word more frequently on the site? In anchor text? Or is this normal distribution? Would optimising the weaker word risk the wrath of Panda?

It's kind of hard to understand this situation but Ill take a crack.
Dont worry about Panda as long as you aren't one of those that squeeze the same grammatically wrong keyword phrases, over and over and over. Optimize the new content for the weaker words -> include those target key phrases -> internally link to the main page you want those to be optimized.

I'm updating some older pages and was wondering about potential penalties from having keywords that start with the same phrase. It's a geographic area so there is the "full name" and the abbreviated name. I'd like to have keywords for both. For example: virginia beach, va beach, virginia beach attraction, virginia beach things to do, va beach attraction, va beach things to do, virginia beach dolphins tour, va beach dolphins tour Is that spammy? I understand they don't have the same weight as they used to but I'd like to optimize for them anyway since I'm redoing some things. Thanks in advance.

Where to add new content
I run a vBulletin website and vBulletin isnt very SEO friendly. I do fairly well in Google for most of my keywords, but forums dont necessarily build strong page authority etc. My site deals with fishing reports across the state of VA and drives 15-18k sessions a month and close to 100,000 page views a month based on Google Analytics. I want to start targeting new keywords and I am concerned about vBulletin inability to be SEO friendly. Many of my new keywords arent dynamic like fishing reports that are added by members daily. These are more like campgrounds, marinas etc. My thought is to install a Wordpress blog and build out this content so I can efficiently deal with on page SEO. the vBulletin software is installed in the root so I would install wordpress in something like mydomain/lake123/ Is the right thing to do, and will google see multiple sitemaps (one for vbulletin and another for wordpress) and index appropriately? Am I missing something major here? Thanks ~ Brian

Duplicate content penalty
when moz crawls my site they say I have 2x the pages that I really have & they say I am being penalized for duplicate content. I know years ago I had my old domain resolve over to my new domain. Its the only thing that makes sense as to the duplicate content but would search engines really penalize me for that? It is technically only on 1 site. My business took a significant sales hit starting early July 2013, I know google did and algorithm update that did have SEO aspects. I need to resolve the problem so I can stay in business

Number of occurances of a keyword
At the moment my site is down due to issue at the datat centre so please don't ask for teh url as it will be some time before it is back up and running. On one of my pages I am targeting two related keyword phrases e.g. "How to use Widgets" and "Using Widgets" Each of these phrases appears once each in the Tile tag, H1 tag and meta description and two or three times in the body text. Which I beileve is current best practice. However the word Widgets appears more 60 times in total could this be hurting the rankings of the other two phrases? Many Thanks

Duplicat contents on wordpress
I ran a crawl error and found that I have many pages with "tag" i.e. http://www.soobumimphotography.com/tag/70-200-2-8-is/ What's the best way to deal with this problems? Is it worth to visit all of them and fix? Delete? Could you give me some suggestions?

Duplicate Page Content Question
This article was published on fastcompany.com on March 19th. http://www.fastcompany.com/magazine/164/designing-facebook It did not receive much traffic, so it was re-posted on Co.Design today (March 27th) where it has received significantly more traffic. http://www.fastcodesign.com/1669366/facebook-agrees-the-secret-to-its-future-success-is-design My question is if google will dock us for reprinting/reusing content on another site (even if it is a sister site within the same company). If they do frown on that, is there a proper way to attribute the content to the source material/site (fastcompany.com)?

Panda Update and Website Content
According to the Panda Update information, website content that is or was written to help with SEO is now not the best idea, but content that is very informative and interesting is the way to go. But if you have an Ecommerce Website how can you write informative bookmarking content, if each product you sell is very similar, and the information for the product is just details about the product. Its hard to write good content for an eCommerce website. We have 300+ products that are all similar, but if we would write content about each product, it would be similar and not interesting to read. People just want to purchase the product, not read a bunch of content. How do websites that sell many products and not content driven websites rank well in search?

Should H1s be used in the logo? If they are and it is dynamic on each page to relate to the page content, is this detrimental to the site rather than having it in the page content?
On some sites, the H1 is contained within the logo and remains consistent throughout the site (i.e. the company name is in the of the logo). If the h1 in a logo is dynamic for each page (i.e. on the homepage it is company name - homepage) is this better or worse to have it changed out on the logo rather than having it in the page content?
