PDF Cached by Google, but not showing as link

The following pdf is cached by google: http://www.sba.gov/sites/default/files/files/REFERRAL%20LIST%20OF%20BOND%20AGENCIES_Florida.pdf
However, OpenSiteExplorer is not listing any of the links as found in it.
With such an authoritative site, I would think Google would value this, right? None of the sites listed rank well though and OpenSiteExplorer's inability to see the links makes me wonder if Google provides these sites any value at all.
Is there any link juice or brand mention value here for Google?

I know it might sound subjective, but we can’t assume that a nofollow link doesn’t provide value. Given that Google can choose to crawl and credit the link if they so choose. I wouldn’t say it does you any harm as the link was placed for a user. If someone found it worthwhile to place the link then maybe there are other opportunities to meet their need for other resources.

I suppose since it's cached, we can say with certainty that Google can see it. However, the only link I can find to the pdf is here: http://www.sba.gov/offices/district/fl/jacksonville/resources/list-surety-bond-agencies-florida. Looking at the source, it is no-followed.
Since it is no-followed, I suppose there is no value other than the referrals we'd receive from people viewing it (which have little value to us).

'Not all links are created equal' but it makes good logical sense to see links like these naturally occur with the above PDF. Yet many 3<sup>rd</sup> party link databases are limited to how deep they can crawl the web. Google can choose to go as deep as they like and still not show you where they found the citation. So it might not be easy to quantify using link metrics. I’d think of it as more of a trust signal from an authoritative source.

Disavowing Affiliate Links - Domain or Actual Affiliate Link?
Hi everyone, Hope you're all having a great day, I have a question in regards to a site which I am about to disavow. Over the past 2 months a certain page of ours has dropped from the 2nd page, all the way to the 7th. I haven't been able to diagnose why, however, yesterday I discovered that a site has been using an Lafitte link on his sidebar, the link is a do-follow. Webmaster tools indicates that this site has linked to us over 24,000 times. I understand that this link could potentially ruin our rankings - however, in terms of disavowing, what is the best approach here? Do I disavow their domain, or do I disavow the actual affiliate link also? The link is placed within an image, once the image is clicked it redirects you to another link for a second then redirects to our money site. We have got in touch with our affiliate program and they have made the link a no-follow, however, we are pretty certain this site is causing issues for us and we want to go ahead and disavow. Link building
ok mozers i have a few questions. I am starting a new seo campaign and i want to target traffic for "how to make money on autopilot" Question 1. when it comes to link building i have seen some articles saying that i should not send all of my links to my landing page at once but to send links to my backlinks then index then using tiered link building. Is this a must or not? will i get penalized if i build 20 targeted links to my landing page in 1 day, lets say 20, pr7-9 domains? or should i tier it out and link maybe 5 pr9 domains to my landing page, then link 10 pr5 domains to each of those 5 pr9 domains and maybe link 20-pr1 domains to each of those tiered 2 pr5 domains? eq: Tier 1 = 5 PR-9 Tier 2 = 50 PR-5 Tier 3 = 1,000 PR-1 Question 2. Is their a certain amount of backlinks i need to use in order to out do my competitor? or does it just matter on the metrics of my backlinks? and when it comes to indexing these links do i need to index just the 5 pr9 links? or do i need to index all of them? or should i just index the landing page through google webmasters tools and hope it indexes all connecting pages? will doing any of these get my landing page indexed faster in order to rank faster? Question 3. Types of link building. Ok i am targeting guest blogs, wordpress sites, etc to put a link on. Should i focus on smm 'social media marketing' as well? or can i just focus on the traditional seo tactics first? Question 4. Keyword research. ok so my blog post is 'how to make money on autpilot' and from my keyword suggestion tools it picked up a list of keywords suggestions to target. Competition ranges from low to high, search volume ranges from 10 to 1900 visitors per month, after organizing the most relevant keywords to add to my campaign should i target each of the these keywords by creating a link building campaign for each one and target it to my landing page or use it as my 2nd or 3rd tier? those are the questions i really have for now. Link building strategy
Hello Moz Community, For the last couple of months we have been trying to improve our ranking in Google UK for the keyword "church candles" http://www.wattsandco.com/church-supplies/church-candles.html We’ve been contacting relevant interiors/lifestyle blogs to feature our candles including anchor text linking back to our page. Our anchor text has been predominately our brand (Watts & Co) but also other key search terms (Watts and Co church candles, Watts and Co pillar candles). We have been tracking our ranking for the keyword “Church candles” using the Moz “ Rank Tracker” and we started on position 15 in Google UK. We went up to 12 briefly before moving down every week to 15, 17, 19 and 22. We checked today and we have moved back up slightly to 19. Our progress seems to be a bit slow and inconsistent. We wanted to reach out for any advice on how we can move up? If there was any way we can improve our strategy? Site wide links - should they be nofollow or followed links
Hi We have a retail site and a blog that goes along with the site. The blog is very popular and the MD wanted a link from the blog back to the main retail site. However as this is a site wide link on the blog, am I right in thinking this really should be no follow link. The link is at the top of every page. Thanks in advance for any help

PDF for link building - avoiding duplicate content
Hello, We've got an article that we're turning into a PDF. Both the article and the PDF will be on our site. This PDF is a good, thorough piece of content on how to choose a product. We're going to strip out all of the links to our in the article and create this PDF so that it will be good for people to reference and even print. Then we're going to do link building through outreach since people will find the article and PDF useful. My question is, how do I use rel="canonical" to make sure that the article and PDF aren't duplicate content? Thanks.
