Website Restructure - Good or Bad for SEO?

Due to the fact that we aren't in the #1 position, (dropped from #5 to page 2 - You have to love Devs and IT), our heads have hired a SEO Audit/Consultant company to review everything we are doing.
I would like to post some of the things they are telling us to do, in which I don't 100% agree with and would like some other professional feedback. Especially since their site isn't marketed very well.

Website Restructure
I agree we totally need to restructure our website. I have no idea what the previous SEO guy was thinking. The new SEO company is telling us that the structure is a big part of SEO.
- I don't believe so, but besides a little loss in 301 juice, is there any other downfalls?
- Are there any real benefits?

Restructuring allows you to organize your content into "Silos" and eliminate some of the unnecessary links through JSON objects, iframes, and nofollows (some debate there on which is optimal).
The Downfalls: There will probably be a 30-90 day dip in traffic but if you do page-to-page 301's it won't hurt nearly as much. Anytime you change URL's you are likely to see some inbound links drop off, but that happens when the pages don't change, so it's going to be minimal. Sure, 301's might drop some of your PR during transfer, but only a minimal amount according to matt cutts.
The Benefits: Organizing your content into silos and pruning cross-category links will allow you to control the flow of pagerank and anchor text much more effectively. Bruce Clay has a huge amount of resources on this, and they even cover it on their blog.
Will it be painful? Yes.
Will it be worth it? Yes.

Bad Backlinks to my website. Rankings Dropped

Is hidden content bad for SEO?

Website not properly listed on google organic despite SEO efforts
Hello, I have worked thoroughly on my website tags including HTML titles, URLs, H1 headers and text on each section. The problem is that despite this effort, my website does not seem to improve in terms of ranking (the onsite optimization has been done 6 months ago already). We have a sitemap, we have done link building and everything but still no tangible progress. The anomaly I am experiencing is the following: If I search on Google.com.lb for "aparment for sale in lebanon" I don't get the section on my website that is optimized for that particular query (which is the Buy section located here http://www.ramcolb.com/apartment-sale-beirut-lebanon). my site appears only on page 6 but the Homepage appears which is very counter intuitive because it is not optimized for the "apartment for sale in Lebanon" keyword. And this anomaly is present on almost all sections and their relevant queries. The relevant section for the particular query never appears, it is always another irrelevant section that appears but far in the listings (beyond page 6). It is as if Google hasn't indexed properly my website and is mixing up the sections... Has anyone experienced this type of problems? what can be done? Thanks in advance

International SEO
Hi all, The company that I work for is planning to target some french (and some other foreign) keywords. The thing is, in our industry, you can't just hire someone to translate the content/pages. The pages have to be translated by an accredited translator. Here's the thing, it costs a LOT of money just to translate a few thousand words. So, the CEO decided to translate a few of our 'core' pages and SEO them to see if it brings results. My questions are, would it be possible from a technical point of view to simply translate a few pages? Would that cause a problem for the search engine crawlers? Would those pages be 'seen' as duplicates? Thanks in advance guys!

Need bullet points for a new website on what to do for SEO
Hello, My company just launched a new website and its a competitve market it looks like. Its for moving boxes and moving supplies. Have I missed anthing On this website?
Hello SEO MOzzers, I am today wanting your feedback on a site that I recently went live with. My Google rankings for the main keywords are doing very well considering the site has been live for 3 weeks now.
