Can someone clear up social signals as a ranking factor?

I'm aware that Google have addressed this before and specifically said that social signals are not a ranking factor: http://searchenginewatch.com/sew/news/2325343/matt-cutts-facebook-twitter-social-signals-not-part-of-google-search-ranking-algorithms
However I came across this (admittedly great) infographic from Neil Patel, an SEO I have a lot of respect for: http://www.quicksprout.com/2014/01/31/how-social-signals-impact-search-engine-rankings/
In the post he specifically states that "both Google and Bing use data from social sites in order to determine how high to rank your website."
I have always understood that social signals help drive links by spreading your content to a bigger audience, thereby getting your content in front of people who are likely to link. I also appreciate that content that is shareable is also likely to be linkworthy.
However. Neil doesn't talk about correlation here, he talks about social signals as a ranking factor. Is he being misleading, or has the game changed since Matt Cutts said they don't use social signals?

I think that John Mueller confirmed that they are not using social signals as a factor as well.
I believe personally believe that to be strictly true. That doesn't mean that at good social presence can't help you rank though. A successful social presence will create other positive signals. For instance if Google considered repeat visits to be a positive signal then this is a signal that comes as a by-product of a strong social presence.
That all said, it probably isn't a brilliant use of resources to "do social" just for rankings. Social media can bring targeted traffic and conversions, build brand loyalty, increase your reach etc. These are all good reasons to use social media. If you are using it for those reasons then any benefit to rankings is a free extra.

I don't know the actual answer but this http://themoralconcept.net/pandalist.html implies that they are or were up until very recently.

Does Google give more ranking weight for Shares for One Social Network over Another.
We are using BuzzSumo to explore the types of content that generate the highest number of shares per article. Does anyone have data to suggest that a share on Google+ carries more ranking weight than a share on Twitter or Facebook, or LinkedIn? We have seen a recent case with one of our client's competitors where they significantly grew their Google+ shares within a relatively short period of time and gained a higher rank for a key search phrase that my client is also targeting. How can I find the most liked, tweeted, and +1'd URLs on a domain?
As part of a content audit, I'd like to identify the most popular content on a domain. I've tried Google Spreadsheets + API's from the services, but the call limits have stopped me as I can only check 50 URLs at a time. Does anyone have any tips on how to do this? I can get the list of all pages on the site with Screaming Frog, but then how do I find metrics on those URLs? Any tips or tools would be appreciated!

Anyone seen REAL proof that White Hat & Social Signals leads to rankings ?
Trying to be a good, clean SEO, I have been spending the last two and a half years focusing a lot on building up solid social communities on Twitter, Facebook, Google Plus, Pinterest and YouTube. Back when I began doing this, I believed that old school link-building was on its way out, and that, to stay on the 'clean', White Hat side of Google, social was the way to go for future success in organic search. But my main competitor is STILL buying links left and right, and has absolutely no social media following...and he's kicking my butt more and more in the rankings. And I seem to be losing out with my strategy. So I would really like to know: have any of you experienced proof, first hand, that you can win with SEO by focusing on social signals, and by letting NATURAL, earned links pretty much take care of themselves, by trying to create good content? Because I am FRUSTRATED. I thought I was being one of the good guys. I thought I was going the safer, risk-free way to success. And I knew it would take me longer to become successful this way...but it's been YEARS now, and I still don't see any signs of it happening any time soon !
