Link building for a new site... where do I start?

Hi all,
I'm new and have just launched my website. I need to start building my backlinks and I need to know how I can go about getting started? I read the beginners guide but still stuck on where to start?

Depending on what your website is about, I usually find it best to get links from partners and cooperators. Is someone distributing or using your product? Try to get them to state this on their site! Anyone you regularly cooperate with? Make sure they will say so on their site.
Careful not to overdo it with the link. Take it easy, create links step by step and don't get too many at once... -

IMO a good link is one that not only provides "link juice", but can provide referral traffic as well. Therefore when someone asks me where to start with link building, then I always try to guide them towards the concept of:
- Who is you target audience?
- What do they read?
- Do you have the linkable assets on your website, where you can provide them with unique value?
These are the prerequisites of a link building process. Only after you have answered these (and mainly to yourself), you can start thinking of how to connect your target audience with your assets.
Do not forget, that quality always wins against quantity. Do not try to create many links, with low value.
Also before you start building links, read as much as possible about Google updates.

Can anyone share typically what a US Based SEO Agency should or would charge for creating good quality backlinks? All of the pages we are targeting have been optimized with quality content and are ranking half decent. The keywords we are targeting are med-high competition keywords. 30,746 Links from One Site to Our Site
I learned this morning in our Google Webmaster Account about a website has 30,746 links to our website. Both our website and their site present information related to plastic materials, so in essence they complement one another. However, is having that massive amount of links from one site to ours a bad thing and should we use Google Disavow? Also, they have a PR3 while our site is PR5 (not sure if that matters much).

this is a tough one for me. Some of you know that the average SEO contract is fairly limited in budget.Clients in very competitive industries are fearing spending a lot on SEO. I do not think I should list the reasons for this.what do you do with limited budgets for SEO.The onsite-technical optimization is fairly easy and take much prsonal labor but it is manageable.The off-site optimization, links, content , and just getting you client out there is time and funds consuming over the scope of regular projects I know.My question is what do you do with onsite optimization really. Link Building & Moz metrices
I am just starting up so no flaming please. Okay so i was given a project and i was amused to see a lot of backlinks to the website with viagra pills title. This is why i assume the domain authority is very low. I tried asking a few website owners to drop the links but they said its a lot of manual work they wont do it(that was shocking) So what next? Would building authority links in any domains help me in this case?

Most effective method for link building?
From your experience, what have you found to be the most effective method for link building? It's starting to look like the only way to receive good links is by writing great content or offering great services and allowing the links to come in naturally (which is obviously the most important thing anway), but are there still any effective methods of getting valuable links through link building, apart from having personal connections and relationships with site owners?

Links for edu and gov sites
So it is general knowledge that links from .edu and .gov sites are valued higher by Google. So, I hired some guys on freelance sites to help me buildlinks and get some love from SERPS. But one thing I notice quite often is that some of these links are actually like *.edu.tw (with a international TLD after .edu) What is your thoughts on links like that, do they have ANY edu value?
