I see - well, since it appears Whitespark won't work (they don't do listings in your area anyway), what you can do is take a look at competitors and see what kind of listings and partnerships they are taking advantage of. This can be particularly helpful if you have a means of acquiring partnerships internationally.
Since you are trying to perform on the global stage, take a look at the following:
International SEO
The International SEO ChecklistI would see if there are different content opportunities that you can offer different websites that could benefit from the information on your website. Or, if you can get involved in different communities around the web that would utilize your information or your expertise.

Thanks for your answer. But my site is not a local business. It is basically a collection of information that help people worldwide. I live in the Czech Republic, so I can not post to directories with local businesses.

I agree with Lesley here - Whitespark is a great starting point as they have niche driven directories as well as local directories that you can take advantage of.
I would also take a look at Moz Local as you can manage citations and make sure all of your listings are consistent. They also have a great tool that allows you to check your listings.
The reason I am harping on your local SEO so much is because it's the most important "link building" you can do. Search engines use these listings to verify information about your business to make sure they are returning correct results - therefore, it's extremely important, because search engines need this information. I would take a look and make sure your citations are up to date and categorized properly.

Is there a way to use your other web properties for successful link building
We have two websites that align with it each other: Site #1 - Industry editorial website that provide high quality, original and current content. This site is mature and has high authority relatively speaking. Site #2 - Industry resource website that educates general public and insiders about the industry. Content is professionally written with fantastic art and basically breaks down different manufacturing processes/materials and walks people through the benefits. Would it be a sound approach to add anchor text/link within articles on site #1 to site #2? Below are a few scenarios: Article on site #1 is talking about using [manufacturing process] to make something and site #2has a page that describes [manufacturing process] in great detail. Article on site #1 is talking about using [material] and site #2 has a page that describes **[material]**in great detail. Article on site #1 is talking why its beneficial to use a particular [material] or [manufacturing process] and site #2 has a page that describes all benefits of [material] or [manufacturing process] in great detail. Obviously, this will only be sprinkled in here and there and not in every article. It should provide users with more insight but will SE's see it that way?

Adding a directory and aggregated content to my ecommerce site
I'd like to add a directory of websites to my ecommerce site. We operate within a nice niche both in terms of products and demographics. The directory would be specific to our verifical and market. My concern is how Google will see these external links. A reciprocal link won't be required to be in our directory, but I suspect many sites would like back to us as we outreach to them with content ideas, their directory links, and as we share them with our social network on twitter and facebook. The directory would be broken down into categories so each page may have 1-20 external links on it. Our architecture already incldes category links (all internal) so these would be in additional the links you would normally see on our site. I'd also like to aggregate some content - again, mostly external links. Will Google have take poorly to that aggregation?

SEO directories
Recently I did a research of one of mine competitors and to my surprise his major backlinks located on seo directories like: http://alistdirectory.com/ http://www.ggfb.org/ http://www.bitterskank.com/ http://www.directorypage.net/ And .... he is showing on first page of Google by particular keyword "Dentist Dubai". Frankly speaking I am confused a little bit, because I believe that this SEO strategy has stopped working a long time ago. Could someone share with me his thought about this? Furthermore all of those websites are asking about a Reciprocal link, which I did find on his website. How he did it? Thanks, Russel

Can someone give me criteria with which to judge the quality of submission directories.
The general advice is the SEOmoz community is not to bother with low quality submission directories. Makes sense to me as there existence seems solely to manipulate search rankings, which google doesn't like. So what are some clear and actionable criteria to distinguish between a directory worth spending time on and one that is not worth spending time on?
