Launching a new website. Old inherited site cannot be saved after lifted penalty. When should we kill the old site and how?

Background Information A website that we inherited was severely penalized and after the penalty was revoked the site still never resurfaced in rankings or traffic. Although a dramatic action, we have decided to launch a completely new version of the website. Everything will be new including the imagery, branding, content, domain name, hosting company, registrar account, google analytics account, etc.
Our question is when do we pull the plug on the old site and how do we go about doing it? We had heard advice that we should make sure we run both sites at the same time for 3 months, then deindex the old site using a noindex meta robots tag.We are cautious because we don't want the old website to be associated in any way, shape or form with the new website. We will purposely not be 301 redirecting any URLs from the old website to the new.
What would you do if you were in this situation?

My site got a revoke in May 2013 and took until the refresh in Oct 2014 for it to show recovery in SERPS
One way around this is to use hreflang and set your main site to x-default and create a new site that targets your main language.
Basically set your new domain to hreflang "EN" and you should see an instant recovery!

Branded domains tend to do better than exact match domains, especially as search engines crack down on exact match. Just something to consider. Here are some best practices from Moz.

No, the old domain name is not branded. Just curious why you ask?
Alright so since we are not migrating the site, flipping the switch on the new and shutting down the old will be fine to do?

Is the old domain a branded domain?
You can play the waiting game for a few months if you're ultimately going to kill off the site and noindex it.
If you're not migrating the site, you should be fine.

I apologize if I didn't explain the original scenario clearly. Even though we were able to have the manual action penalty lifted for the old website, we were never able to see rankings for our main keywords appear again. The website never fully recovered from the penalty. We had waited months after the penalty had been revoked but no progress in the rankings were made.
Although a drastic measure to kill the site, we decided that the old website was forever tarnished (and the client didn't want to keep pumping money into trying to revive the website) so we wanted to start fresh.
The point of the new website is to be in no way associated with the old. Are there any precautions or steps that we should take when launching the new website and shutting down the old? Should we literally flip the switch on the new site and then close down the old? Our biggest concern is that Google is going to pass on the poor reputation of the old website to the new one.

I would first go through a backlink audit and change any old valuable URLs to the new domain you are choosing to develop.
I would also go through a content audit and update, consolidated, or remove any content based on the criteria in the resource.
From there, I would do a local SEO audit to make sure your citations and listings are upto date and contain correct information.
I do have to ask, why if the site is no longer penalized are you trying to completely sever ties from it? Just wondering.

The old site is actually still the current site and it's not generating much revenue at all. The new site is still in development.

Hreflang and canonical tag for new country specific website - different base domain
I have a little different situation compared to most other questions which asks for hreflang and canonical tags for country specific version of websites. This is an SEO related question and I was hoping to get some insight on your recommendations. We have an existing Australian website - say - ausnight.com.au now we want to launch a UK version of this website - the domain is - uknight.co.uk please note, we are not only changing from .com.au to .co.uk.... but the base domain name as well changed - from ausnight to uknight as you can understand, the audience for both websites is different. Both websites has most pages same with same contents.... the questions I have is - Should we put canonical tag on the new website pages? If we don't put canon tag on new website pages, what is the impact on the SEO ranking of current website? I believe we need to put hreflang tag on both websites to tell google that we have another language version (en-au vs en-gb) of the same page. Is this correct?

New websites issues- Duplicate urls and many title tags. Is it fine for SEO?
Hey everyone, I have found few code issues with our new website and wanted to see how bad those problems are and if I have missed anything. If someone can take a look at this and help me it would mean the world. Thank you. all! We hired an agency to design a new site for us and it's almost ready, but the other day I found some problems that made me wonder if this new site might not be as good as I thought and I wanted to ask you to take a look at the code and possibly help me understand if from SEO prospective it is sound. But I really want someone who understands SEO and web design to look at our code and point out what might be wrong there. Here is a link to the actual site which is on a new server: http://209.50.54.42/ What I found few days ago that made me wonder something might not be right. Problem 1. Each page has 3 title tags, I guess whatever template they are using it automatically creates 3 title tags. When you do " View Page Source" For example on this url: http://209.50.54.42/washington-dc-transportation when you view the code, the lines Lines 16,19 and 20 have the title tag which in my opinion is wrong and there should only be one. Could this hurt our SEO? Problem 2. Infinite duplicate urls found All following pages have INFINITE NUMBER OF DUPLICATE URLS. EXAMPLE: http://209.50.54.42/privacy-policy/8, http://209.50.54.42/privacy-policy/1048, http://209.50.54.42/privacy-policy/7, http://209.50.54.42/privacy-policy/1, http://209.50.54.42/privacy-policy you can add any type of number to this url and it will show the same page. I really think this 2nd problem is huge as it will create duplicate content. There should be only 1 url per page, and if I add any number to the end should give a 404 error. I have managed to find these 2 issues but I am not sure what else could be wrong with the code. Would you be able to look into this? And possible tell us what else is incorrect? I really like the design and we worked really hard on this for almost 5 moths but I want to make sure that when we launch the new site it does not tank our rankings and only helps us in a positive way. Google WMT/search console: Thousands of "Links to your site" even only one back-link from a website.

Old site penalised, we moved: Shall we cut loose from the old site. It's curently 301 to new site.
Hi, We had a site with many bad links pointing to it (.co.uk). It was knocked from the SERPS. We tried to manually ask webmasters to remove links.Then submitted a Disavow and a recon request. We have since moved the site to a new URL (.com) about a year ago. As the company needed it's customer to find them still. We 301 redirected the .co.uk to the .com There are still lots of bad links pointing to the .co.uk. The questions are: #1 Do we stop the 301 redirect from .co.uk to .com now? The .co.uk is not showing in the rankings. We could have a basic holding page on the .co.uk with 'we have moved' (No link). Or just switch it off. #2 If we keep the .co.uk 301 to the .com, shall we upload disavow to .com webmasters tools or .co.uk webmasters tools. I ask this because someone else had uploaded the .co.uk's disavow list of spam links to the .com webmasters tools. Is this bad? Thanks in advance for any advise or insight!

Google Manual Penalty - Unnatural Links FROM My Site - Where?
Hi Mozzers, I've just received a manual penalty for one of my websites. The penalty is for 'unnatural links from my site which I find disturbing because I can't see that anything really wrong with it. The website is www.lighting-tips.co.uk - its a pretty new blog (only 6-7 posts) and whilst I've allowed guest posting I'm being very careful that the content is relevant and good quality. I'm only allowing 1 - 2 links and very few with proper anchor text so I'm wondering what has been done so wrong that I'm getting this manual penalty? Am I missing something here? Thanks in advance. Troubled QA Platform - Site Map vs Site Structure
I'm running a Q&A forum that was built prioritizing UX over SEO. This decision has cause a bit of a headache as we're 6 months into the project with 2278 Q&A pages with extremely minimal traffic coming from search engines. The structure has the following hiccups: A. The category navigation from the main Q&A page is entirely javascript and only navigable by users. B. We identify Google bots and send them to another version of the Q&A platform w/o javascript. Category links don't exist in this google bot version of the main Q&A page. On this Google version of the main Q&A page, the Pinterest-like tiles displaying individual Q&As are capped at 10. This means that the only way google bot can identify link juice being passed down to individual QAs (after we've directed them to this page) is through 10 random Q&As. C. All 2278 of the QAs are currently indexed in search. They are just indexed very very poorly in SERPs. My personal assumption, is that Google can't pass link juice to any of the Q&As (poor SERP) but registers them from the site map so it gets included in Google's index. My dilemma has me struggling between two different decisions: 1. Update the navigation in the header to remove the javascript and fundamentally change the look and feel of the Q&A platform. This will allow Google bot to navigate through Expert category links to pass link juice to all Q&As. or 2. Update the redirected main Q&A page to include hard coded category links with 100s of hard coded Q&As under each category page. Make it similar, ugly, flat and efficient for the crawling bots. Any suggestions would be greatly appreciated. I need to find a solution as soon as possible.

Urgent Site Migration Help: 301 redirect from legacy to new if legacy pages are NOT indexed but have links and domain/page authority of 50+?
Sorry for the long title, but that's the whole question. Notes: New site is on same domain but URLs will change because URL structure was horrible Old site has awful SEO. Like real bad. Canonical tags point to dev. subdomain (which is still accessible and has robots.txt, so the end result is old site IS NOT INDEXED by Google) Old site has links and domain/page authority north of 50. I suspect some shady links but there have to be good links as well My guess is that since that are likely incoming links that are legitimate, I should still attempt to use 301s to the versions of the pages on the new site (note: the content on the new site will be different, but in general it'll be about the same thing as the old page, just much improved and more relevant). So yeah, I guess that's it. Even thought the old site's pages are not indexed, if the new site is set up properly, the 301s won't pass along the 'non-indexed' status, correct?
