Can Javascript Links Be Used to Reduce Links per Page?

We are trying to reduce the number of links per page, so for the low-value footer links we are considering coding them as javascript links. We realize Google can read java, but the goal is to reduce level of importance assigned to those internal links. Would this be a valid approach?
So the question is would converting low-value footer links to js like below help reduce the number of links per page in google's eyes even though we're reasonably sure they can read javascript.

Thanks Russ, ultimately I'd like to remove the low value links. We can work to increase links to the more important pages but was hoping to reduce these low value links as well.

This kind of PageRank sculpting has largely fallen out of fashion because Google has become so good at detecting alternate link forms and ignoring PageRank sculpting attempts that attempt to hide links. Your best bet is to work on INCREASING the number of links inside your site pointing to important pages, rather than trying to hide links to one section. I would not worry at all about having a sitewide link to your about page, for example. It is a drop in the bucket.

I'm not sure this approach will work, as Google is getting better and better at reading Javascript links. In this post from Search Engine Land, Adam Audette researched Javascript links, and found that all tested links were found and followed by Google.
Do you have a very large number of links? I'd try using heat-map data tools (for example MouseFlow) to work out what your visitors are actually clicking on on your site, and whether you could narrow down the number of links that way, keeping user experience as your key factor.

Link Structure
On my site I have a dropdown menu going across the page at the top to all of my categories on each page, I also have a similar structure going down the side going to the same categories, is this acceptable or would Google count this as double the internal links?

Does the title tag on the home page affect sub-pages?

Slow page load times from asynchronous javascript
Our analytics are showing that our homepage takes, on average, ~14 seconds to load. All of the content on the page loads fairly quickly, while it takes a few seconds to load the social media stuff (which is mostly asynchronous javascript that is running in the background). The question is this: Does Her-Magesty-Google take into account the amount of time it takes to load everything, including the social media stuff from asynchronous javascript? Or does Google see that the content loads fairly quickly and doesn't ding me for the js that is running in the background?

SEO Value of Within-Page Links vs. Separate Pages
Title says it all. Assuming that you're talking about similar content (let's say, widgets), which is better: using within-page links for variations or using separate pages? I.e., do we have a widget page and then do in-page links to describe green, blue, and red widgets, or separate pages for each type of widget? In-page pro: more content on a single page, thus more keywords, key phrases, and general appearance of real content. In-page con: Jakob Neilsen says they're confusing. Also, for SEO, you only get one page title, rather than a separate page title for each. My personal bias is for in-page, since I hate creating dozens of short pages for what could be on one page, but my suspicion is that separate pages are better for SEO.

Would it be bad to change the canonical URL to the most recent page that has duplicate content, or should we just 301 redirect to the new page?
Is it bad to change the canonical URL in the tag, meaning does it lose it's stats? If we add a new page that may have duplicate content, but we want that page to be indexed over the older pages, should we just change the canonical page or redirect from the original canonical page? What is the effect of too many internal links on a page?
Hi there! We have been doing a great effort during the last year but our main competitor is still above us in search rankings. Basically, the main differente remains now in the number of internal links, specially in our homepage. We have more than 200 and they only have around 100, so I think we are wasting too much link power among some irrelevant pages. What could be the effect of this?
