Optimum level of link building per month for a new domain

It have to be natural.
Is it natural for a new website to gain a lot of backlinks in a bang? No. Check your favourite websites backlink profiles and you will see something like this: http://picpaste.com/Screen_Shot_2015-10-28_at_20.13.15-abR0OGKj.png some kind of growth...
My understanding is you are asking how many backlinks you can generate per month without risking of being spotted by google as a cheater (someone who tries to manipulate serp to his/her/its own benefit).
Well, for each link there's a lot of work to do, and if you relay on buying links (which is taboo to say) you still have a ton of work to do for each link if you want to do it right. If you don't want to do it right, save your money and just don't do it.
So, my seo workload estimation tool says for 80 links you will roughly need 320 man hours, if you have that manpower, before to go for it, consider my first remark about a natural growth path and multiply accordingly for the following months.
And let me repeat it, if you don't do it right you are wasting your money. This is not formula 1, it's clock making, you need care, patience and attention to details.

As stated above, you want to make sure that any links you are acquiring are high-quality rather than high-quantity. The link-building team at our agency uses a grading system to determine what links are "worthwhile" in order to optimize the time they spend on link-building efforts.
Generally speaking, standard "run-of-the-mill" links can be created relatively quickly - about 20 an hour, if you have a team working on it who know what they're doing.
For the high-quality links, you have to do your research. Some of the links we acquire have taken us weeks to put together, depending on the method used. Your site can handle as many links as you want to send it, the idea here is to make sure you are pursuing relevant links (even irrelevant links won't hurt you if they have good metrics).
It is totally normal for a link profile to feature irrelevant links - these don't have to be cleaned up as long as they are sending the right messages to search engines (authority and trustworthiness).
To answer your question in short, you want to build 1000's of links to your site. Just make sure they are powerful and somewhat relevant and you're golden.

This is the wrong question. You can earn as many links as you can possibly get each month. So technically the answer is "as many as possible." But this means the right links. Obviously spamming XRumer & GSA link blasts from Fiverr are going to hurt you whether it's 20 links a month or 20,000.
Quantity is not your concern here - quality is. The better your links, the more you want. The worse, then fewer is better (less cleanup of the garbage later.)

Thanks for commenting.. we are launching a online travel agent website. Aware of the quality standards of links, with relavance, variety and moz, majestic standards.. but mainly concerned about how many we can build as we woul dlike faster rankings (i know its the cliche)

Industries that are more established and competitive often require you to be quite aggressive with link building, and you might find earning those links more difficult. Other industries, often the newer industries that are quickly growing, are full of opportunities to engage with bloggers and build a community.

I would urge you to go the opposite direction. Narrow your funnel. Worry less about the number of people you're targeting and more about the success rate, because once you get the success rate high, you can turn up the volume really fast. But if your success rate is low and there's a limited market of influencers in your field, you can quickly burn all of them with your outreach before you ever have a chance to get good at it.
The simple fact is that your question is, more or less, "How many low quality links can I safely build?" and the answer there is none. I could easily go get 80 links... and then those links would get devalued or draw a Penguin penalty. Instead, you need to build quality links, and that means you have to take time to build some value with what you're offering to them. To sum up that Whiteboard Friday "There are no shortcuts to build quality links". You have to do it low and slow. If someone is willing to give you a link for little or nothing then that link isn't work building.

Are PR releases good for Link Building?
I'm having a bit of a conundrum with Press Releases: I recently sent a press release on PRWeb (which I personally think is just "average" compared to others as it focuses mainly on the CBS network and is not focused at all unless you pay for an expensive release) and got over 100 incoming links from high PR news sites (according to Webmaster Tools) but these links had PRWeb in subtitle, so for all I know these were syndicated releases and not "Pick up By" as PRWeb reports. Will this affect Page Rank value or rankings for any keywords? Are these links treated only as temporary links or permanent back links? (I know sometimes they appear in Google News or Yahoo News, but disappear the next day) Was it valuable to the company? Our business is in health sector exclusively on East Coast U.S. and the release was seen all over the world and not one of the links coming back was from a health-related section. They were high rank online sites, but is there value in such links? added 11/30: I was reviewing competitors' link backs I found they did a lot of press releases and gained a high-level link back from each one. These were the best/highest-authority links they had. The syndicated releases were not even listed anywhere. And then I reviewed their SERPs... and guess what, their ranks increased with each one. (So I don't think "duplication" is an issue. If anything only the syndicated copies were penalized, but not the original one)

More "new" root domains or more pages on older domains?
I have been slowly building links via personal/professional networking, press from art shows, blogging, and such. I work with several non related domains & local blogs & press outlets, it is pretty easy for me to add a few new pages of content along with text links. Or should I just concentrate on getting links from totally "new" domains that have never linked to me before?

Are you using ArticleBase.com for link building?
I'm digging my way through my competitors' link profiles on OSE and came across one that had been using a site called ArticleBase.com Apparently you can publish articles for free and browse other published articles for usage on your own site (provided you follow their TOS). It actually seems like a nifty idea. I'm wondering if anyone has utilized this site for re-publishing content and building external links. Worth the effort? Thanks!

First 100 links for every new site?
Is there a rule of thumb I am unaware of or a place that others start to get links for every new site they create, something like the "first 100 links for every new site" regardless of content? I know you always start building links around what the content of your site is about, but does anyone have a rule of thumb that you always start with links from certain sites regardless of the site content. For example for a local company: Google Places, Bing Local, Linkedin, Facebook, Localeze etc. etc. I just want to make sure I am taking quality first steps for every site I start and was wondering if anyone could give me some good rules of thumb or resources.

Multiple same domain links on Open Site Explorer
In doing competitor link analysis on Open Site Explorer, I've noticed quite a few links coming from the same domain listed separately. This seems to be especially prevalent with Google directory listings. For example, I'll see a link to the site from google.hu/...., google.am/..., google.kz/..., etc. In some cases, it will be prefixed with an IP address, followed by the subfolder address. Correct me if I am wrong, but these seem to be all counting as separate root domains that are linking to the site. How is this done? Are directory submissions given to each country's google directory? Does an original DMoz listing get re-submitted to all of these? Just looking for some clarification on this and how it's accomplished. Thanks everyone!
