Same H1 & H2 Tags

Is it bad to have the same H1 & H2 tag on one page? I found a similar question here on the moz forum but it didn't exactly answer my question.
And will adding "about" on the H2 help, or should we avoid duplicate tags completely?

While it won't necessarily have SEO implications, I'd suggest steering away from duplicate headings, if only because it can be redundant for anyone consuming your content. It could be argued that, this sort of duplication could reduce your ability to diversify your keyword usage.

Can a H1 Tag Have Multiple Spans Within It?
H1 tags on my client's website follow the template [Service] + [Location]. These two have their own span, meaning there are two spans in an H1 tag. class="what">Truck Repair near class="where">California, CA How do crawl bots see this? Is that okay for SEO?

Do URLs with canonical tags get indexed by Google?
Hi, we re-branded and launched a new website in February 2016. In June we saw a steep drop in the number of URLs indexed, and there have continued to be smaller dips since. We started an account with Moz and found several thousand high priority crawl errors for duplicate pages and have since fixed those with canonical tags. However, we are still seeing the number of URLs indexed drop. Do URLs with canonical tags get indexed by Google? I can't seem to find a definitive answer on this. A good portion of our URLs have canonical tags because they are just events with different dates, but otherwise the content of the page is the same.

Custom hreflang tags in WP & using with Yoast
Hi My clients dev has added custom fields for adding hreflang tags to head of pages such as: "Rel Type", "The URL", and "Language Code" Am i right in thinking that until a different language/country version of the site is created these can remain empty or should they still be populated once added say with some sort of global reference or best left blank since will leave the head content global by default ? Also how important is it to add charset to the language code ? since seems optional ? Hiding H1 with background colour
Will the H1 tag be visible to the bot if it is hidden from the human eyes using background color. Will Google penalize my website if I hide the H1 tag using the background color so it is visible to the search engine bot but not visible to the human eye. If I place the H1 tag in the footer (front-end location) for the human eye but at the top of the page in HTML for the bots, will the search bot still consider this as the H1 tag and rank it accordingly Finally will you categorize this under blackhat ( I think it is not too sure)
