How to dismantle a link building scheme?

My team performs SEO only in the real estate space. While doing some research recently we came across a semi-elaborate link building scheme by one of our competitors.
This SEO firm built a dummy real estate resource site with lots of general content, nofollow links to brands (e.g. NYT, Fannie Mae etc.) for validation and links for high-valued keywords pointing to their clients' sites. Basically the whole site is a clever front to help their clients rank. Still, it seems to be working for them (at least for now), which I'm guessing is due to lack of strong competition and the site being quite old. Oh, and they also charge to become "affiliates" on the site, i.e. paid links disguised as non-paid.
I reported the scheme via the Search Console. Anything else we could do? Have any of you had experience dealing with this kind of link scheming before? Any guidance is appreciated.

I understand Google is saying that they take action on paid links. But, there is no way really for them to find that out, is there? (unless it's explicitly said so somewhere on the website).
About follow links - if correlation between follow/nofollow is "good" - let's say only 5-10% of all outgoing links are follow, then it's not gonna be considered spammy, cause it's quite natural.

Thanks for the quick answer Dmitri. Apologies, my question was worded poorly.
The nofollow links are only to known brands. Links to their clients are follow. So they charge clients (and whoever else is willing to pay) to get follow links. Isn't that textbook black hat?

Hi there.
Well, you can't really report them. I mean you can, but it won't help. Basically, you are trying to report a normal website with nofollow (read no spam) links, with some information (as long as it's not autogenerated, read not spammy content). So, what I'm trying to say is as long as that website doesn't perform any spammy actions like generated content, bunch of follow links and such, it wouldn't matter what the "real" purpose of the website is.
A non-spammy website, which functions, looks, being updated from time to time will not be considered spammy, just because it helps your competitors.

Links and how they count?
We managed to get ourselves out of a penalty 6 months ago and 100 days later after the message of penalty removable we finally felt that we were moving back on track (not a lot of movement before and 50% down due to links being taken away), we have around 120 really high quality links but 95% of them are urls or the business name. Anyway we still have a couple of pages that I feel are fairly down on rankings and most of the links as mentioned above are high quality but they are either anchor text of the website name or url my main question is that when looking at my competitors I see that they have the same or less links and from much less powerful places (most I would not touch) but they seem to have a ratio of 5 - 10 % of the links are the keywords they are trying to rank for. My question is if you have 50 links from better places but they are unrelated terms such as the web site name or just urls and you have 50 links from average places but 5 - 10% are on related terms to what you are trying to rank for which ones would win out.

Being penalized for unnatural links, determining the issue, and fixing the problem. What to do?
Hi all, A client has been penalised, having received the message in Google Webmasters last week, along with two more yesterday. It seems the penalty is for something specific: “As a result, for this specific incident we are taking very targeted action on the unnatural links instead of your site as a whole“. This is the first time I've had to deal with this so I'll be a bit layman about it The penalty, firstly, seems to be for the old domain, from which there is a re-direct to the current one. This redirect has been in place since Feb 2012 (no link building has been done for the old domain since then). In Webmasters, I have the old and new domains set up separately and the messages are only coming for the old (but affecting the new, obviously). I need to determine if it’s the old or new URL I’m being hit for, or would that even matter? Some questionable links I can see in WM: There is an affiliate for whom WM is showing 154,000 links (all followed) from their individual products listings to the client’s site (as a related product) but they’re linking to the new domain if that matters. Could this affiliate be an issue? There is also Updowner, which has added 2000+ links unbeknownst to me but apparently they are discounted by Google. I see a ton of recent directory submissions - right up until last week - that I am not responsible for. Could that be intentional spam targeting? I did also use a 3<sup>rd</sup> party link building company for Feb, March and April who ‘manually’ submitted the new domain to directories and social bookmarking sites. Could this be issue? For what kind of time-scale are penalties usually imposed - how far back (or how recently) are they penalising for? Ranking were going really well until this happened last Thursday. Will directories with non-followed links effect us negatively - one such one has over 2000 links. What is the most conclusive way to determine which are the poor, penalty-incurring links pointing to us? I know I now have to contact all the dodgy directories the site is now listed on to get links removed, but any and all advice on how to rectify this, along with determining what had gone wrong, will be most appreciated. Internal Link Structure

:)) I've made a few changes recently which has included having the
Contract jobs in **** | Permanent Jobs in **** | Temporary Jobs in **** & Today’s
jobs in **** links added to the homepage... Perhaps foolishly and impatiently, I did all of these at the
same time, whilst also changing the sites internal link structure, specifically
for all links to the homepage, which previously were like <a<br>href="/">Home and have now been changed to <a<br>href="/">jobs in ****</a<br></a<br> Meaning that I have 4500 internal links with the anchor text
'jobs in ****' But rather than seeing an improvement n my SERPs ranking, I have
gone from page 2 of Google to page 6, and falling...... Apart from being inpatient, what have I done wrong? Many thanks0 -
Is it worthwhile to remove a large quantity of lesser quality links if you are able to do so easily?
So I've recently started working at a new company where I lead up their SEO efforts. In regards to link building I've discovered that a little over 75% of the anchor text on the links to the homepage (at least of the 10k SEOmoz provides) are non branded keywords. We don't appear to have any penalties, however, in my opinion we have what is an unnatural link profile for our homepage. As I investigated further I've noticed that a lot of these links (not all) are from irrelevant blogs where the link is found in the footer. (Clearly this was the result of some less than ideal get links quick strategy that was implemented in the past.) At first I was overwhelmed thinking that I'd have to try and contact these sites individually to see if I could get the link removed, however, I soon discovered that the site these links are actually linking to is not our domain, but is instead a domain that redirects to our site. So this brings me to my question: Should I remove the redirect from this other site to rid myself of these links. The white hat side of me strongly thinks this is a good step forward, however, a small part of me wonders what the ramifications would be. These types of redirects seem to account for a fairly high number of links, however what value that actually contribute is difficult to know. Any thoughts?

Partners and Customers logo listing and links
We have just created a program where we list the customers that use our software and a link to their websites on a new "Customers" page. We expect to have upwards of 100 logos with links back to their sites. I want to be sure this isn't bordering on gray or black hat link building. I think it is okay since they are actual users of our software. But there is still that slight doubt. Along these same lines, would you recommend adding a nofollow or noindex tag?
