I have two separate websites on different servers and was wondering that since reciprocal links effectively eliminate each other, I'm curious if this link strategy will keep the links counting. Here's the strategy: I will have someone link to my site A and if i link to their site from my site B in a three way link strategy, will the links count even though both my site A and B have me listed as the Whois so Google knows that both sites are owned by me? Or will the links be discounted as reciprocal?

There is no problem in you link the two sites, even if on the same server with the same IP. What we can do this is in large quantity. For example, having 30 siteslinking to each other, can be characterized linkfarm. Exchanging links is acommon practice especially if the same niche, like James said.
Doing so with only two sites do not see any problem. I do this in some sites configured in the same analytcs, adwords and being on the same server. I getgood results, having never sanctioned site. Of course we can not abuse and we must do good practices, such as content generation and link bait. Spontaneousgenerating links to the site.
So why punish a google site with good content and linked to other sites?
What we can not, it would only do this:)

Good point, Google also is a registrar so they can get behind the scenes to see who has bought domains and even if the whois is different, if the domains were bought with the same credit card, google will take note of this.

Hi,
If you own both the sites you can just do a 2 way link exchange if they are in the same niche, if they are related sites and you both own them I do not think it is such a bad thing.
I mean if you are really worried about factors around Google placing value on these links then you need to think of all the possible factors in which Google can see networks of websites:

Is Google look at my analytics CID codes on websites I own, an easy way to spot networks?

Is Google looking at Whois data?

Are you running Adsense on all these sites with the same publisher ID code?
In the end the best type of link building is not using your own websites it is going out into the market and looking for quality link opportunities, making great content and syndicating it to related sites, the list goes on really it is endless what you can do.

Should I become a regular contributor to help my SEO link building?
I've been offered the opportunity to contribute to a blog as often as I want and have a link included at the bottom of each post. Will this be much help to me in my link building SEO campaign? As I understand it more links from different root domains are what really count? So 20 links each from a different site is more valuable that 20 links from one site? Should I take up this opportunity or are my efforts best spent elsewhere?

Stop Building Links During Reconsideration Request?
We had a message in webmaster tools to say our site had 'unnatural links' pointing towards it. I investigated and found a number of sites where we had uploaded articles, containing links, had been de-indexed. As such we have suffered a few drops in rankings. I have submitted a reconsideration request and I'd like to get on with recovering any lost ground. However, I am wondering whether it's best to cease any link building activity whilst the reconsideration request is processed. Please do let me know your thoughts and experiences on continuing to build links after submitting a reconsideration request.

Link to those that link to you? Worthwhile?
We have thousands and thousands of sites that link to a domain we are working on, many with low page authority and high domain (bloggers, forum posts, etc). Has anyone experimented with linking to the pages that link to you (not from your site) but from other means in an effort to boost their quality? I'm not sure what method we would use, maybe some relevant blog comments or social votes. But curious if this could be an effective method.
