When the site's entire URL structure changed, should we update the inbound links built pointing to the old URLs?

We're changing our website's URL structures, this means all our site URLs will be changed. After this is done, do we need to update the old inbound external links to point to the new URLs? Yes the old URLs will be 301 redirected to the new URLs too. Many thanks!

In a perfect world if we could control all the links that link to our site we would have them link to the new URLs. However what I was trying to illustrate is that when you change your URL there is a method of making sure that the old directly which are going to be pointing to your older URL structure Wilburn point to your new URL structure via 301 redirect.
Considering you are changing the URLs with links e.g example.com/old must 301 redirect to example.com/new

What I also want to know is, the many external links which linking to the site's older URLs, after the URL changes (and 301 direct), is it necessary to change the links built on the other sites to point to the new URLs instead of the old URLs? If not, what's the disadvantages? This is also a problem many experience after switching to https.

They are exactly right as long as the page is the same page. You will get a proper 301 without loss of link juice.
However, if you create new URLs that are not relevant to the old URLs and 301 redirects them, they will become a soft 404 error something that is dangerous.
I would index my site using https://deepcrawl.com or https://www.screamingfrog.co.uk/seo-spider/
Take the URLs that I am going to change along with the back links and download them to a CSV file.
After that, I would take the site with the new URL structure And compare it my old URL structure
You can also upload your backlinks and make sure that they are going to the same URL ID you can compare the two using deep crawl or upload using screaming frog
This would allow you to synchronize your changes.

Best case scenario you should if you can update the URL of the links.
Considering that there will be 301 redirects, the loss will not be that much. There's a blog post of Cyrus Shepard talking about the impact of redirects and states that the PR loss is about 15%.

Links to my site still showing in Webmaster Tools from a non-existent site
We owned 2 sites, with the pages on Site A all linking over to similar pages on Site B. We wanted to remove the links from Site A to Site B, so we redirected all the links on Site A to the homepage on Site A, and took Site A down completely. Unfortunately we are still seeing the links from Site A coming through on Google Webmaster Tools for Site B. Does anybody know what else we can do to remove these links?

Moving to a new site while keeping old site live
For reasons I won't get into here, I need to move most of my site to a new domain (DOMAIN B) while keeping every single current detail on the old domain (DOMAIN A) as it is. Meaning, there will be 2 live websites that have mostly the same content, but I want the content to appear to search engines as though it now belongs to DOMAIN B. Weird situation. I know. I've run around in circles trying to figure out the best course of action. What do you think is the best way of going about this? Do I simply point DOMAIN A's canonical tags to the copied content on DOMAIN B and call it good? Should I ask sites that link to DOMAIN A to change their links to DOMAIN B, or start fresh and cut my losses? Should I still file a change of address with GWT, even though I'm not going to 301 redirect anything?

If I own a .com url and also have the same url with .net, .info, .org, will I want to point them to the .com IP address?
I have a domain, for example, mydomain.com and I purchased mydomain.net, mydomain.info, and mydomain.org. Should I point the host @ to the IP where the .com is hosted in wpengine? I am not doing anything with the .org, .info, .net domains. I simply purchased them to prevent competitors from buying the domains.

301's & Link Juice
So lets say we have a site that has 0 page rank (kind of new) has few incoming links, nothing significant compared to the other sites. Now from what I understand link juice flows throughout the site. So, this site is a news site, and writes sports previews and predictions and what not. After a while, a game from 2 months gets 0 hits, 0 search queries, nobody cares. Wouldn't it make sense to take that type of expired content and have it 301 to a different page. That way the more relevant content gets the juice, thus giving it a better ranking... Just wondering what everybody's thought its on this link juice thing, and what am i missing..

After reading of Google's so called "over-optimization" penalty, is there a penalty for changing title tags too frequently?
In other words, does title tag change frequency hurt SEO ? After changing my title tags, I have noticed a steep decline in impressions, but an increase in CTR and rankings. I'd like to once again change the title tags to try and regain impressions. Is there any penalty for changing title tags too often? From SEO forums online, there seems to be a bit of confusion on this subject...

Are This Site's Backlinks Hurting Us?
Google WMT reports more than 198,000 backlinks to our site (www.audiobooksonline.com) from http://dilandau.eu/? We have never been notified by Google of any penalty, malware notification... but continue to struggle to get our page 1 Google ranking back since Panda. Could these backlinks be hurting our Google ranking? Should I implement a disavow rule for http://dilandau.eu/?

Should I change wordpress urls?
Should I change my wordpress permalinks to include the keyword? For examples at the minute my url is http://www.musicliveuk.com/home/wedding-singer. Is it better to be http://www.musicliveuk.com/live-bands/wedding-singer. 'home' is not relevant so surely 'live-bands' would be better? If I change the urls won't I lose 'link juice' as external links will all point to a url that no longer exists? Or will wordpress automatically redirect the old url to the new one? Finally, if I should change the url as described how do I do it on wordpress? I can only see how to edit the last bit of the url and not the middle bit.
