Can't get past the 15th page of Google SERPs

I've been doing Local SEO for 9 years and have never had an issue that frustrated me as much as this one. I have a client who I can't get past the 15th page of Google's SERPS for their #1 KW. Here are the details:
- The domain is 4 months old
- In that 4 month span the site has gone from a DA 1 to a DA 24
- Spam score is a 0. I know this doesn't mean a ton but I can tell you from closely reviewing their AHrefs report, there's no influx of spammy links or anything like that.
- The design is a custom wordpress design
- The content is 100% unique and professionally written content
- The backlink profile (in my opinion) is full of high DA and PA sites from authority sites with high trust flow ... in my opinion their backlinks are superior to all but maybe a handful of competitors.
- I was not expecting 1st page results by now but I would have expected top 50 results a the very least. But to not crack the top 15 tells me there's some major issue here.
I really need some insight as to what could be holding me back here ... I don't want to share the domain publicly but but I will PM you it if you're interested in taking a crack at it. I will seriously pay someone a small fortune if they can help me figure this out.

Hi Brian,
Unless you are able to share the identity of the website, it's going to be shooting in the dark as to what might be going on. You've categorized this as 'local'. Could you be targeting keywords that don't actually relate to your client's geographic location? For example, a business outside city limits trying to rank for a geo+keyword term inside the city.
Everything cool with Google Search Console? No warnings?
How competitive is the market/keyword phrase you are targeting?

Hi Brian,
As I reviewed your website and found following points to fix
- Most important (this might fix your problem) Your website is accessible via http:// and https:// .. this can be a major issue as Google would view your content as duplicate. 301 all your http requests to respective https pages
- Robots.txt missing from the website, add it and enter the sitemap location on it.
Few less important but relevant points to fix.
- Promote > "Main keyword" to H1 instead of H2 (you can take help of developer if required)
- Your webpage has 46 'img' tags and 43 of them missing the required 'alt' attribute.
- Your webpage is using 17 inline CSS styles, fix it.

Looking at the details provided by you. I am sure about few things:
- Your website is already ranked for few related keywords, that you might or might not be aware of .
- You are targeting a VERY high competition keyword.
Having said that, there should be no reason you should be moving up from the 15th page for the target keyword. Please discuss the details, I would like to take this as challenge and publish the findings here to help others (without revealing specific details of the project)

Relocating a Business location on Google My Business
Hello, One of our clinics is moving a couple of miles away from it's current location. Does anyone know the proper steps to take to make the change in Google My Business. I know I can go in and edit all the details, but what becomes of the former listing? If someone were to search by our name and the former street address, is Google going to be smart enough to deliver our new location as the search result? Also, I know there's a Mark Permanently Closed feature, but that's not exactly true. That location didn't "close," it relocated so I'm assuming I should stay away from that feature. How best to delete a duplicate Google My Business listing
Hi Mozzers, I am in need of help please. What is the best way to remove a duplicate GMB listing? Is best practice to a) Mark as permanently closed and wait for Google to update b) Call GMB in India and ask them to delete the redundant listing (do they even do this for you?) c) Delete the page from within my dashboard settings I am worried my NAP data is being diluted by inaccurate historical listings (most of which I have been able to claim ownership of) Any help appreciated. How do I get Google Knowledge Graph to display my schema snippet added on our official website?
Right now, Google is connecting our company google query to a Knowledge Graph that contains Wikipedia information, and a map to the location of our place but with the name of the company spelled wrong. It also says 'Claim this business'. I would like to override this. We have a G+ page for our company , and as well i have added a Schema to display the information correctly in the Knowledge graph. But these changes have not seemed to help to change the knowledge graph. Any help or ideas would be greatly appreciated! Thanks!

Hello all, First of all thanks for answering my previous queries. Now, I have one more query and I am hoping to get best possible answers from you guys. Query: I have one business which is located in one city only and I have a verified listing there (I am ranking good in that city). However, I want to rank the same business page in couple of other cities as well. Google Places - Bulk Dashboard Issues
Hi guys, We have two clients one for 45 listings and another one with 350 listings all controlled in two separate google places bulk upload accounts. Which can be managed here: https://www.google.com/local/manage/ Recently over the last 3 weeks, every time we make a address change or edit to the listing via thehttps://www.google.com/local/manage/ the edit is not changing the actual listing directly any more. And i have had to use the 'suggest a edit or report a problem' to get the address change. This is getting tedious, especially when you have 10+ stores changing address every week. Does anyone know why this is occurring? It worked perfectly before! I have asked GP support but they haven't given me a response. How is a competitor franchise ranking all for all 3 Local results with unclaimed G+ pages in a search for the national corporation?
My company is an individual franchise of a national corporation - every franchise is operates as [National Corporate Brand Name] + a chosen descriptor such as "Premiere" or the names of the owners such as "Smith Jones". A logged-out Google search for just the national brand name returns the corporate website first, followed by the website of a competing local franchise and 3 Local listings for their offices. These listings are all unclaimed and unverified on Google+ and have no reviews or posts. The corporate Twitter is next, followed by my franchise's website. The corporate Facebook is the last result on the page. How can this competing franchise rank for all 3 Local listings with unclaimed pages? My company operates several more offices than the competitor in the same area and I regularly post to their G+ pages which I verified several months ago. Is it because the competitor's website just holds significantly more weight in Google than our own? A search for the brand name + the town where our offices are in does usually return our Local listing pages, but that limits our reach to those specific towns. Anyone have any insight on this?
