Can site blocked for US visitors rank well internationally?

Because of regulatory reasons, a stock trading site needs to be blocked to United States visitors
Since most of google datacenters seem to be located in the US, can this site rank well in the other countries where does business despite being blocked in the US? Do U.S. Google data centers influence only US rankings?

In theory yes it shouldn't make a difference to your international rankings. It's just making sure Googlebot (which does come from the US) is able to crawl your website.
For every other country, because it's for legal reason I would suggest just block them, but you need Googlebot (and other bots like Roger) to crawl your website.
Instead of completely blocking traffic from the US, would it be possible (and I don't know the legal requirements) to detect if the visitor is from the US and show them a different page? "Sorry, we can't help you but here are some great resources" and link to some American sites. Hopefully, Google would still crawl your website as would be able to see your sitemap.
Sometimes if it's a legal requirement you have to do it, even though it may potentially harm your rankings (I have a similar issue with a finance client, where some of the legal requirements go against Google / UX best practices but they have to be done to trade).
What I would do is once you have blocked US visitors, is monitor Search Console and your server logs to make sure Googlebot is still crawling your website as frequently and as deeply.

Http vs Https Related Rankings Drop?
I've noticed in a number of keyword ranking tools (Moz included) that our rankings have dropped substantially for a number of our top performing keywords precisely 7 days back. When you view the attached screenshot you'll see there was a drastic drop in the overall organic impressions as well as a drop in keyword rankings. I also noticed that all the keywords which have dropped in rank now show with the https version of our home page url. I've read up on this and it believe that this should not cause a drop in rankings but we have even added https as a domain in webmaster tools with no improvement. Quite simply, has Google de-indexed our http home page url which was previously tied to our higher rankings for our core keywords? How can we get this back without "disavowing" our https version of the site. We're not doing anything to game search results so I dont think we're being penalized, simply there is some sort technical glitch taking place between recognizing HTTP vs HTTPS versions of our site. Our home page is goo.gl/qVPRwf and an example keyword is "wedding ring sets his and hers" Can anyone recommend further debugging steps or have an understanding of what can be done at this point? Why Is The Wrong Page Ranking?
In the past two weeks, I've seen some movement in ranking for "Tampa Personal Injury Attorney." The problem is that this page: http://www.kempruge.com/personal-injury/ is the one that's ranking and not this page: http://www.kempruge.com/location/tampa/tampa-personal-injury-legal-attorneys/ which is the one I've been working on. Also, the former page has made it to page 4 (not great) but better than 7, which is what the latter page was. In addition, the latter page now doesn't rank at all (or at least not in the first 16 pages). Finally, according to Moz, the latter page (the one that no longer ranks) is my second best page after my homepage. I just don't understand this at all. Is this a fluke? Should I just try to work on the page that's ranking higher over the page I've put the time into? Thanks, Ruben

MOZ.com Page Rank of 2?
I don't recall the page rank of SEOMoz.com prior to the company's change to MOZ.com. But did notice that MOZ.com currently has a Page Rank of 2 (which I find weird since it's such a strong, content rich, highly-regarded site). I'd be interested in hearing about findings from the MOZ.com team on why the low PR and how has it affected your site since the change? (...and perhaps a look at the future through a crystal ball 🙂 I recall reading the MOZ domain changing article titled "Domain Migrations: Surviving the "Perfect Storm" of Site Changes" which had great info and addresses some reasons for PR loss in the 'Traffic and Ranking Loss' section: http://moz.com/blog/domain-migration-lessons

Ranking drops POST Penguin?!
Hey guys, I've noticed that one of our sites have seen some considerable ranking drops for competitive keywords at least a week or so after Penguin was introduced. I've attached an image to give you a better idea of what I'm talking about. We were ranked around 2nd page for each of the phrases but plummeted to 80+ (although, there has been some movement back towards 50). I mention Penguin but that really shouldn't have been a factor with this site as it's a relatively new one and all the links have been built naturally. Any help appreciated! GGsL8xk.png

Best approach to ranking locally
Hello, What are the best approaches to ranking locally. Ie a user in Dallas googles "mechanics" and local results return. I understand Google+ local pages to be an important factor for the location based listings on maps. What about about location specific pages on the site? Meaning if we have a page on the site talking about areas we serve in Dallas. Other suggestions?

Drop in Visibility and Visitors
I have had several sites have their SE Visibility and Visitor traffic drop of a cliff on August 10. I know there was a Panda update but I cannot determine why these sites incurred such a precipitous drop. Any advice? Mike

Does google have the worst site usability?
Google tells us to make our sites better for our readers, which we are doing, but do you think google has horrible site usabilty? For example, in webmaster tools, I'm always being confused by their changes and the way they just drop things. In the HTML suggestions area, they don't tell you when the data was last updated, so the only way to tell is to download the files and check. In the URL removals, they used to show you the URLs they had removed. Now that is gone and the only way you can check is to try adding one. We don't have any URL parameters, so any parameters are as a result of some other site tacking on stuff at the end of our URL and there is no way to tell them that we don't have any parameters, so ignore them all. Also, they add new parameters they find on the end of the list, so the only way to check is to click through to the end of the list.
