Best way to handle URLs of the to-be-translated pages on a multilingual site

Dear Moz community,
I have a multilingual site and there are pages with content that is supposed to be translated but for now is English only. The structure of the site is such that different languages have their virtual subdirs: domain.com/en/page1.html for English, domain.com/fr/page1.html for French and so on. Obviously, if the page1.html is not translated, the URLs point to the same content and I get warnings about duplicate content.
I see two ways to handle this situation:
- Break the naming scheme and link to original English pages, i.e. instead of domain.com/fr/index.html linking to domain.com/fr/page1.html link to domain.com/en/page.html
- Leave the naming scheme intact and set up a 301 redirect so that /fr/page1.html redirects to /en/page1.html
Is there any difference for the two methods from the SEO standpoint?

Lomar, you definitely don't want the duplicate content issue. However, what you could do is a third option: use the canonical tag and put a canonical tag on the /fr/page1.html so that it points to /en/page1.html. You would simply remove the canonical tag when the content is translated and it's a unique page.
Alternatively, I would use this option and remove the 301 redirect when it's translated:
Leave the naming scheme intact and set up a 301 redirect so that /fr/page1.html redirects to /en/page1.html

How to 301 trailing URLs to new domain home page - wildcard?
How would I add a redirect rule so all old domain URLs redirect to a new domain? All the old pages no longer exist on a new website. The domains have been through several CMS platforms, so it would be unnecessary to recreate them. Problem is, they're indexed in search engines from the past 10 years, so it's causing a lot of 404s. Example: search "NARI Tampa Bay" and you'll find 2 old domains: nari-tampabay.com & nari-tampabay.org. The new domain is naritb.org Those 2 old domains are now pointed to the same nameservers as the new and listed as parked domains. How do I redirect old html pages to new site?
Im seeing in my Google search console some of my old html pages. I never redirecting them and now they get 404 errors. Below is my current htaccess file, how would I changed it so that any html page i.e. intercallsystems.com/index.html forwards to my new site intercallsystems.com ? Best way to condense content on a page?
We want to add a video transcript to the same page as the video, but it doesn't really fit the design of the page. Is it fine to use CSS/DIVs to either have a "click to read full transcript" or a scroll box?
