Thought provoking discussion on perfect synonym keywords

This is just a general theoretical discussion to provoke some thought.
Suppose I have a 2 synonym keywords - which mean identical things.
EG - "Golf Holiday" "Golf Break" - probably you can think of better ones, but you get the idea.
On the following assumptions:
- Google knows these synonyms have identical meaning.
- Google want to provide the searcher with the "best possible result set".
- By definition there can only be 1 "best possible results set"
If the above is true, then Google should produce identical result sets for either of these terms - **So why don't they? **

Even when phrases have the same meaning, there can be different reasons to prefer one phrase over the other. An exact match will (and in my opinion should) be given preference.
The phrase could be a name of a movie or book or be contained in a speech. Ultimately a decision needs to be made on how the results will be offered and this is what SEs (not just Google) have determined is most helpful to users.
I would guess Google would offer a relevancy rating to each phrase. I can see how "Golf Holiday" and "Golf Break" could be used to refer to the same thing, but I would suggest the relevancy of those two particular phrases is a bit low. A person could work 4 hours in the morning, then take a "Golf Break" and hit 9 holes, then return to work. I wouldn't refer to that as a "Golf Holiday".
An example of terms with higher relevancy would be "mobile phone" and "cell phone". I would suggest that 95%+ of the time these words mean exactly the same thing. But you still have to give people credit for exact name matches with domain names, titles, etc above those who use the second form of the phrase. There often is a reason a user chose the phrase they did and could prefer an exact match.

Possibly because the CTR would be lower if the title tags and meta descriptions included synonyms rather than the original search phrase.
Even though the searcher will most likely know the synonyms mean the same thing they may have a tendency to click on the results that use the language that they use.

Spammy keywords in our sub-domain but no penalty?
Hi, We have cigarettes and viagra as keywords in our sub-domain where our clients can post their business content. We have decent number of impressions and clicks for these related keywords. I have seen that these two words, especially "viagra" is most spammed. So are these hurting us? We dropped post Penguin update. Any correlation? Do you think that these keywords penalise us? A good experiment to test keyword/vertical difficulty?
I'm trying to rank a brand new client site but getting nowhere for our main keyword/s - this after 6 months. We have built lots of good links and literally tried everything to fix this. What's a good way for me to test the keywords on a different page / domain to be certain the problem isn't with the vertical/keyword? I'd love to have some advice on this vs. how to fix the problem, which I've asked about here before. I'm assuming buying and trying to rank a new domain is a bad idea since sandboxing etc. could make it very difficult. Perhaps sending some links to a Tumblr page that's optimized for the main keyword or something similar? Would love to hear some suggestions - thanks a lot.

Avoid Keyword Stuffing in Document
Hi All, On my on-page-grade-report its suggested not to use keyword more than 15 times. Its a eCommerce site and we have brands and we have ranges within the brand. Now the problem i am facing is before each range the brand name is mentioned For eg. Levis is the brand and 501 is the range - the brand page is being optimized for keyword "Levis". All ranges for Levis is listed on same page as Levis 501, Levis 503, Levis 506 and so on... As the ranges are above 15 in number my main keyword "Levis" is being used well over 15 times. I would appreciate if you guys can suggest if its very necessary to remove repetitive keyword before each range i.e call it Just 501, 503, 506. Or can i leave it as it is. Let me know your views, Sohail

Confused with rankings for keywords that are not on the actual page?
Hey Guys, So I went to search a keyword, my competitor came up, when I looked for that keyword on their page i didn't see it at all, and the page is content thin, how is it they are ranking for the keyword at all? Bit confused at how this works. So having the keyword in your content is not necessary a ranking factor? Please advise and sorry if this question is really amateur, I'm sure based on this search there is more to it then that.... could you other ranking factors as to why they rank for a keyword that is not in their content? Does the whole exact keyword have to be in the content to rank? Thanks all

Why my own page is not indexed for that keyword?
hi, I recently recreated the page www.zenucchi.it /ITA/poltrona-frau-brescia.html on the third level domain poltronafraubrescia.zenucchi.it by putting it on the home page. The first page is still indexed for the keyword poltrona frau brescia . But the new page is no indexed for that keyword and i don't know why ( even if the page is indexed in google ) .. I state that the new domain has the same autorithy and that i put a 301 redirect to pass his authority to the new one that has many more incoming links that did not have previous .. i hope you'll help me thanks a lot

How to Target Multiple Keywords in Single Page
Hey There, We're planning to target multiple keywords in a single page.. they keywords are definitely related and to an extent could be considered as synonyms.. We have a few questions as to how to optimize the page for on page and off page. On Page Do we mention all the targeted keywords on the page? At a maximum we could mention the keywords once..of course want to give out relevant and quality content and do not want to focus on keyword density How do we optimize the URL structure? For ex... We have keywords aa, ab and ac, where a is the base keyword Is it a good option to to have a URL structure like http://www.example.com/a-b-c.html? How do we go about mentioning the targeted keywords in meta description.. We've read the articles at SEOMoz.. but would want opinions What about HI, H2 and H3 Tags? how do we go about optimizing these Off Page While using off page we will of course vary our anchor text with the multiple keywords... this will make it look natural. Will we manage to rank for the multiple keywords (if we vary anchor text) that we're targeting if our backlinking method are strong? Thank you all for your inputs and responses...
