I am concerned about the links pointing to my site. There have been an additional 273 dodgy links added in the last 2 months for unknown reasons skewing the linking domains by DA to mostly 1-10\. Could this be a negative SEO campaign?

it is certainly possible depending on the content of the website. I have issues with an individual producing links from very disreputable sources. Essentially if the contents one these:
- Link to Fireams
- Link to Gambling
- Link to a page linked to your site that is a clone as to cause the content duplication issues
- Adult XXX content
It's a very likely possibility. especially with a questionable suffix like a tk or nl for example. I wouldn't worry about it, Google seems rather savvy in not including garbage like that in your overall score. Just make certain you don't link back to the content obviously. There is always the option to submit a disavow txt file if you think it is impacting your rank, but I doubt you have to worry.

I'm considering adding a directory page to one of my websites that lists local groups from all around the world. I haven't kept up with SEO in a long time, but I recall (many) years ago that having a lot of outgoing links and very few (if any) inbound connections was a terrible thing. If someone were to link to our site on now on an old article (dating back 1-2 years) is that still beneficial if all other variables are good?
I'm trying to build up our external links and am finding lots of opportunities, some of which are on older articles dating back to 2014, 2013 etc. These pieces are relevant to our site and have high DA, I'm wondering if the post date of these articles matter? Thanks!

Document download sites linking to my site. Should I disavow?
I downloaded my links through the Google Webmaster site and I have a number of new links that appear to be coming from document download sites. They have basically taken my PDFs and have them to where they can be downloaded. They are also linking back to my site and creating what I feel are sketchy links. I don't actually want traffic coming to these PDFs. They are basically sample articles for my writing company and it's just a portfolio. What is a good ratio of total links to linking root domains?
Is 100 total links for every linking domain too high? I suppose I could also look at ratios of sites that are doing well in the rankings.

Publish content on current domain for content boost or new domain for links?
I have about 1000 unique and organically generated articles. My quote compare business has had briefs submitted by clients for over two years. The content has only been accessible to registered members. I want to polish it ASAP. Is it better to publish the content on the existing website in a sub folder or set up a new website to publish the content and have every article link back to the main website? Content is around 300 words x 1000.

Timing of Adding Links -- Guidance Needed
We have entered into a partnership with one of our sister companies that owns many different small newspapers and their associated websites -- they have agreed to show some of our content on their site along with providing links back to our website. There are 50+ of these websites that we will be getting links from. Does it matter to Google how quickly we add these links to these sites? They are all very legitimate links with unique content provided. We just didn’t know if Google would view it negatively if we added a bunch at one time.
