Is there proof that disavowing backlinks in GSC help to boost rankings in Google?

Hi Guys
Let's say you have a website and you got some questionable back links or lower quality ones. Does anyone have proof that after disavowing back links helped in the rankings or had some positive effects? I am concerned that Google will place our website on their radar and instead possibly demote it or smth.
Lastly, if disavowing is the way to go what criteria do you use to disavow backlinks?
So if you get questionable back links over time, should you disavow ongoing as well? If so how often?

Since your question was specifically if there is any proof, I wanted to share a case study by Edd Willson, which shows the value of submitting a disavow file pretty clearly:
Search for "disavow file case study" and set the time preferences to the last 12 months. There are lots of other examples.

Hey John,
I've done SEO for 10+ years in an agency environment an I would encourage you to use the disavow tool. You'll want to disavow in both Google Search Console and Bing Webmaster Tools. Here's how to proceed:
Do it in phases - the first round should focus on the worst stuff in your backlink profile - I'd also look at spammy anchor text too. You can view these links in Moz or GSC.
You'll typically see results in 2-4 weeks.
You can come back to it after the 2-4 week period and try another round.
If you have additional questions about what to disavow, please fire away. I'm happy to review some links you may be on the fence about disavowing.

Ask ten SEOs about disavow files and you're likely to get ten different answers, five of which say do it and five of which say don't. I don't personally put a lot of stock in them, but here's something you can do:
Set a minimum spam score threshold and disavow those links. If rankings go down, increase the minimum spam score threshold, remove the links from the disavow file that are not above that threshold, and resubmit the file. I just saw a case study about this last week at TechSEO Boost in Boston.

How long before our website bounce back after Google Penalty?
One of our client websites got recently hacked. In a span of 4 days, it received random backlinks from random websites with random anchor texts. We are already in good standing for some of the keywords we are tracking and the attack got us a penalty from Google and we lost our rankings, moving out of the top 500. Link with Anchor to header of the page: Keyword is ranking

I am doing research and spec-ing out a content page we are creating and one of our competitors "office Depot" on their phone repair page create exact match keywords that lead to an anchor that took you to the header of that pages. They were ranking first for all of those keywords with little to no links Thier strategy is the more local long tail that includes "near me" Have you guys ever seen this

Building backlinks in a very niche industry, what to do when squeezed between brick walls?
So I have a site that operates in a very niche industry, reading all I can about building backlink, I've come out of the walls of text with a few tidbits, however they're not very helpful still, since the playing field is so small. Looking at manufacturer's sites, finding broken links or typos even, pointing them out in hopes for backlinks only goes so far. Guest blogging seems to have reached it's climax and is slowly rounding the toilet. They're active in social media, but due to the niche market, a few likes is the best that can happen. So most efforts these days are around creating helpful resources for users related to the products they sell. What other ways would you suggest looking into for building meaningful backlinks with other sites? In these niche markets, it seems very daunting to say the least, while competitors use their own sister sites for some backlinks, this site doesn't have any sister sites. What has been some beneficial backlink tactics you've employed for niche market sites?

Massive Google Search Spam
We have come to know that one of competitors of our client is spamming Google search results on massive scale. If we search with keywords like "iphone spy apps" , "text messages spy " etc then most of results from 3rd or 4th page onwards show totally irrelevant sites but when we click on those results/pages then all redirect to either http://topspysoft.com/ OR http://www.mspy.com/ . They have been doing it on massive scale for last few months against hundreds of queries and populating hundreds of search results. If use some country specific Google site then again hundreds of results come from totally irrelevant country specific domains (au,nz,uk etc) and they all redirect to topspysoft.com or mspy.com. Can you please tell how they are doing it and how they are able to do it on such a massive scale without getting noticed by Google ? Is Google not Penalizing aggressively anymore for on page manipulation?
I wanted to throw this out where we have been seeing so much emphasis on Google cracking down on bad linking, have they let up enforcement on manipulative on-page tactics that have faded in current years? I've been seeing hidden text popping up again and ranking. Here is an example. Google "landscaping Portsmouth NH" and find the #1 result. Now find "Portsmouth" on the page. So what I find interesting, the site has a clean backilnk profile, but that's a pretty blatant manipulation hiding those keywords. What I find interesting is I filled out a report on it a year ago. (I'm not a big "fill out spam report" guy, I was curious if Google would take action). A year later it is still #1 for the competitive keyword. So I'm curious if others have seemed similar trends like font-size:0px, or text color as the background popping back up and ranking. I would love other's thoughts on it.

Penguin Update or URL Error - Rankings Tank
I just redid my site from Godaddy Quick Shopping Cart to Drupal. The site is much cleaner now. I transferred all the content. Now my site dropped from being in the top ten on almost every key word we were targeting to 35+. I "aliased" the urls so that they were the same as the Godaddy site. However when I look at our search results I notice that our URLs have extra wording at the end like this: ?categoryid=1 or some other number. Could this be the reason that our rankings tanked? Previously on the godaddy site the results didnt show this.

Why is Google not punishing paid links as it says it will?
I've recently started working with a travel company - and finding the general link building side of the business quite difficult. I had a call from an SEO firm the other day offering their services, and stating that they had worked with a competitor of ours and delivered some very good results. I checked the competitors rankings, PR, link profile, and indeed, the results were quite impressive. However, the link profile pointed to one thing, that was incredibly obvious. They had purchased a large amount of sidebar text links from powerful blogs in the travel sector. Its painfully obvious what has happened, yet they still rank very highly for a lot of key terms. Why don't Google do something about this? They aren't the only company in this sector doing this, but it just seems pointless for white hats trying to do things properly, then those with the dollar in their pockets just buy success in the SERPS. Will Google Penalize Content put in a Div with a Scrollbar?
I noticed Moosejaw was adding quite a bit of content to the bottom of category pages via a div tag that makes use of a scroll bar. Could a site be penalized by Google for this technique? Example: http://www.moosejaw.com/moosejaw/shop/search_Patagonia-Clothing____
