Inherited site with high Spam Score backlinks

When building backlinks myself I have been conscious to avoid going over the 30 spam score as recommended on Moz somewhere. But one of the sites I have recently started working on: https://www.osborneplanning.uk/
has a number of very high spam score backlinks, 5 above 50. Some are follow some nofollow.
I am wondering if its a good idea to disavow them, or should I just leave them as they are, I have read some suggestions that Google will just ignore the majority of spammy backlinks, and its better just to keep them, I dont want to start deleting links if they don't cause any problems. -

At a Loss With What to do With This Site
Hi people, a friend of mine runs a payday loan site with a very valuable domain name: http://bit.ly/1lyJgME The site was penalised by Google about 18 months ago, up until then it ranked #1 for payday loan and on the 1st page for the plural, payday loans in the UK. Now the website is nowhere in the top 200 results for either of the phrases, but he has not received any notification from Google and if he checks in webmaster tools in the manual actions section there is nothing there. He has gone through all of the links to his site several times and attempted to remove any unnatural links, those that he could not get rid of after emailing twice he disavowed - about 800, a lot were not even built by him. He has sent 2-3 reconsideration requests to Google and every time they said that the site had not been penalised, or something to that affect. The site does have lots of quality organic links from websites like Wired Magazine and the National Geographic, more then enough decent links to rank somewhere on Google for its keywords. I feel that the site may have been held to a higher standard because a lot of people think that payday loan websites are unethical. What do you think he should do? Can you spot anything on site that is wrong? He has definitely tried to remove every single unnatural link and the ones he could not he disavowed.

Should I Use a Backlink Plugin
One of my clients recently asked me if he should use a Wordpress plugin to create backlinks to his website. He mentioned WP-Syndicator as an example. I just redesigned his website and I'd like to ensure that he gets a bit more traffic than he was before. Should I suggest that he purchase/use a Wordpress backlink plugin? Hi mozzers, I have some external links on a resource page on my established site. I have a new site in the same niche with content that if linked to, would improve the resource page. If I linked to it using branded anchor text, would it be safe? My thoughts are yes...as long as it adds value and isnt keyword anchored. Do Follow- Social Media sites
Does anyone have a list of do follow social media network sites. I am looking to list some of my customers on social media network sites, but having the bonus of do follow to pass link Juice is an extra bonus. Most of my customers have Twitter and Facebook profiles- but these happen to be no follows. I am looking for more social media sites that are do follow. For a new site, does it matter which sites I get back links from first? I.e., are the first back links more important than later ones?
I've heard that when a site is new, the sources from which it gets its first back links are very important -- that the early links are more important for ranking than later links. Is this true. If so, what would be some good places to get these very first links? Thanks.
